Frank Brandes, 6889 Corte Sonada, related the recent disastrous flooding in
Tulancingo, Mexico, Pleasanton's Sister City. He described the Sister City Association's
fundraising activities and stated over $30,000 had been raised to date. Ten years ago, the
City Council authorized a donation of $10,000 to two communities affected by the Loma
Prieta earthquake. The Sister City program has been very successful, with visits from
representatives to both cities and numerous exchange students. Business and community
organizations such as the Rotary, Lions, an Soroptomists have given aid to Tulancingo
orphanages, senior citizen homes, trade schools, developmentally disabled schools, and
other worthy purposes. The people of Tulancingo have never asked for help before, but
they have asked for assistance now. There are 50,000 people evacuated from Tulancingo
and 70% of the City is underwater. He gave the address for sending contributions.
Youth groups are holding bake sales to help. He did not think the staff recommendation
of $10,000 was appropriate. He felt the City of Pleasanton should match the
contributions of the community between now and the end of the month. He urged the
community to continue to contribute and for Council to match the contributions.

Mayor Tarver indicated he had been to Tulancingo six times and had an exchange
student at his home. All of the things the City has done for the community in Tulancingo
are located in the area that was flooded in the heart of Tulancingo. He would like
Council to donate to this worthy cause.

Ms. Dennis felt the suggestion to match funds raised in the community was good
and would consider doing more than that.

It was moved by Mr. Pico, seconded by Ms. Michelotti, to donate $25,000 to
the Sister City of Tulancingo.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Report Re~ardin~ Country Fest at Fair~rounds on 10/9-10/99 (IR 99:48)

Police Chief Tim Neal presented the staff report.

Ms. Michelotti asked if the Pleasanton Police Department or the Alameda County
Sheriff s Department was responsible for the Fairgrounds.

ChiefNeal indicated the Police Department had jurisdiction but the Fair
Association contracts with the Sheriff' s Department during the annual fair because of the
size of the event.

Rick Pickering, General manager for the Fairgrounds, apologized for the noise.
There were 20,000 people who enjoyed the event, but he agreed it was an inconvenience

3 10/19/99
Pleasanton City Council
Minutes
