He suggested that the <br />ballot language merely say there will be about 70 acres of commercial/retail/residential. <br /> <br /> Ms. Michelotti continued to express her concerns about diluting the ballot <br />language. <br /> <br />Mr. Pico suggested adding "and open space" after public uses. <br /> <br /> Tim Kleffman suggested adding the phrase "development to the extent necessary <br />to raise the balance of the purchase price" after "commercial/retail development." He <br />also suggested that "open space" would be better at the beginning of the question, <br />"purchasing the property for commtmity facilities, public uses and open space" and <br />remove it at the end of the question. <br /> <br /> Council liked his first two suggestions. His final suggestion, to move the clause <br />"and require the voter approval of the City' s plan for future public uses on the site" to the <br />beginning of the question after "open space", was not accepted by the Council. <br /> <br /> Cotmcil had concems that the approval of the $50 million in general obligation <br />bonds was being moved too far into the question. It was felt the division of the question <br />into a (1) and (2) was better. <br /> <br />The tentative ballot language was as follows: <br /> <br /> "Shall Pleasanton (1) purchase 430 acres of the 400 acre San Francisco Bemal <br />property for community facilities, public uses and open space by (a) issuing General <br />Obligation bonds in an amount not to exceed $50,000,000; (b) entitling 35 + acres for <br />residential development and 37 + for commercial/retail development to the extent <br />necessary to raise the balance of the purchase price; and (2) require voter approval of the <br />City's plan for future public uses on the site?" <br /> <br /> Deborah Kleffman expressed her appreciation for Council' s action in preserving <br />the window of time for the School District to determine whether to participate in the bond <br />measure and not requiring the school construction to go to a vote. She was excited about <br />the possible joint opportunity. There is an advantage if the School District decided to <br />build on the San Francisco property and that advantage is the timeline because you need <br />50+ acres and other major parcels of land of that size in Pleasanton cannot meet the <br />deadlines before the funding opportunities for the School District would expire. This <br />location has a distinct advantage. It is important that we keep the two acreages separate <br />for people to know there will be some commercial and residential development. <br />Obviously the ballot arguments will make it clear we are trying to raise the balance of the <br />funds. <br /> <br />Mayor Tarver indicated the final ballot language will be adopted on December 7. <br /> <br />Pleasanton City Council 10 12/02/99 <br />Minutes <br /> <br /> <br />
