Ms. Testa felt there was some confusion about how the guidelines were to be <br />applied. Some members thought the step down component was to be phased in later. <br /> <br /> Mr. Wolfe explained that an applicant could receive a maximum of $20,000 the <br />first year; in the second they can get a maximum of $14,000. The applicants know a year <br />in advance that there will be a decrease in funding. <br /> <br /> Mayor Tarver believed that with "guidelines" the Human Services Commission <br />could allocate what it wanted, but the way this is written, the Commission does not have <br />that flexibility. <br /> <br />Mr. Wolfe said that was true. <br /> <br /> Ms. Morley indicated the process for transitioning an organization to a contract <br />service has not been finalized. There are many active contracts in place and the step <br />down allocation process allows funding and a year for staff to review the granting versus <br />contracting aspect. <br /> <br /> Ms. Acosta stated that most of the grants that have been given, with the exception <br />of the Valley Community Health Center, have been for one-time uses such as supplies, <br />equipment, etc. The groups do not request on-going operational expenses unless they <br />request a contract for providing services. <br /> <br /> Ms. Michelotti asked if there was flexibility to receive the third year allocation in <br />the same year as the second year allocation? <br /> <br />Mr. Wolfe said no. <br /> <br /> Ms. Ayala felt Council was micromanaging this process. The Commissions <br />which handle these day to day events are the ones most familiar with the process. There <br />is also staff who works with the organizations and the non-profit groups are well <br />informed about the process and available funding options. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Michelotti, to adopt Resolution <br />No. 00-003, approving the City 2000 Grant Application Packet and Guidelines. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers- Ayala, Dennis, and Michelotti <br />NOES: Councilmember Pico and Mayor Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br />7. MATTERS INITIATED BY COUNCIL <br /> <br /> Mr. Pico suggested that Council direct staff to prepare a commendation to those <br />employees who worked to get the City through the potential Y2K crisis.
