It was moved by Ms. Michelotti, seconded by Ms. Dennis, to introduce <br />Ordinance No. 1800, to be read by title only and waiving further reading thereof, <br />approving the application of Gary. Monzo for a modification to the approved <br />development plan (PUD-85-15, Golden Eagle Farm) to allow an existing residence to <br />encroach within the front and northern side yard; and a modification to the <br />approved development plan to further reduce the northern side yard setback for a <br />proposed addition to the home located at 8023 Golden Eagle Way, subject to <br />conditions. <br />The roll call vote was as follows: <br />AYES: Councilmembers Ayala, Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6c <br />Preannexation Apreement with SOotorno <br /> <br />This item was continued to the meeting of 12/7/99. <br /> <br />Item 6d <br />Detailed Financinp and Phasin~ Program for the Vineyard Avenue Corridor Shared <br />Infrastructure Imnrovements (SR 99:280) <br /> <br />Councilmember Dennis abstained from discussion of this item and left the dais. <br /> <br />Brian Swift presented the staff report. <br /> <br /> Ms. Ayaia asked how much development is necessary to insure the infrastructure <br />for the area will be in place, including the realigned Vineyard Avenue and the school. <br /> <br /> Mr. Swift said the Specific Plan allows development in the first subarea with no <br />improvements to the road, water or sewer system. If Council does not want any <br />development in the Vineyard Corridor until all the infrastructure is in place, then it is <br />necessary to amend the Specific Plan. The only other way to do it would be to utilize the <br />growth management program to coordinate the development of the properties by granting <br />approval within a time frame that would require coordinated development. <br /> <br /> Ms. Michelotti clarified that any property that develops must provide the <br />infrastructure to its property line and would then be reimbursed from other developments <br />to the west. <br /> <br /> Mr. Swift explained that the way the Specific Plan is structured is to allow <br />development to begin at the westem end of the corridor and move incrementally to the <br />east.
