It is hoped <br />that an acceptable sign program can be reached in the near future. <br /> <br /> Mayor Tarver explained to Mr. Sjoberg that staff will continue to work with him <br />and if agreement cannot be reached on the sign program, he can present it directly to the <br />Planning Commission. <br /> <br /> Mike Goodwin. 1630 Vineyard Avenue, objected to the continuance of the <br />Vineyard Avenue Corridor Infrastructure Financing Program. He was upset that <br />notification of the continuance was not given. He then explained his objections to the <br />financing program: 1) it does not provide funds for acquisition of the roadway; 2) it does <br />not provide for a way to realign the road if the school proceeds prior to other <br />development and the School District does not wish to finance the realignment; 3)' <br />development on the east end is contingent on the west end developing first. so what <br />happens if it does not develop; 4) the infrastructure should have been in place prior to any <br />construction at Ruby Hill; 5) Council rejected a proposal that would have donated the <br />land for the road and guaranteed the advancement of infrastructure costs in exchange for <br />a development agreement. He believed the City should pay all the costs for the <br />infrastructure, including the road reali~munent, to guarantee the road is constructed prior <br />to the school site. This area has been delayed for nine years for one reason or another. <br />Vineyard Avenue needs to be fixed immediately. He complained of the maintenance of <br />the existing road and the weed problems. <br /> <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />AP-99-08/Z-99-135, Michael and Sharleen Laver <br />Anneal of the P!annim! Commission's annroval of an annlieation for design review <br />annroval to construct a second story addition over the ~aralte of the existin~ home <br />located at 6446 Arlin~,ton Drive. (SR 99:275) <br /> <br />Brian Swift presented the staff report. <br /> <br /> Ms. Michelotti asked whether prohibiting second story additions would violate <br />State law which allows granny flats. She also asked if secondary units could be <br />prohibited in one development only. <br /> <br /> Mr. Swift said secondary units are required to follow the zoning regulations in <br />effect in a single family neighborhood. If the zoning regulations prohibit a second story, <br />then it would be consistent with State law. He said Council can adopt zoning actions that <br />affect only one development.
