Ms. Michelotti asked what the timing was for placing this before the people. Why <br />does it have to be in March? <br /> <br /> Mr. Pico felt DSRSD is doing a major public information campaign and he thinks <br />the people of Pleasanton should have an opportunity to voice their position on this. That <br />would give direction to staff and Council on whether they should continue to oppose this <br />to the Regional Water Quality Control Board. He felt it was important to do this on a <br />timely basis. <br /> <br /> Mayor Tarver agreed and was concemed about what actions may be taken or what <br />someone would say survey results were. There is nothing better than an election to <br />clarify. positions. <br /> <br /> Ms. Dennis asked what actions were necessary other than selecting ballot <br />language? <br /> <br /> Mr. Roush said there would be subsequent actions regarding ballot arguments, <br />etc. Staff would attempt to develop a neutral statement in terms of what the reverse <br />osmosis injection project is so that when people look at their voter information there will <br />be more information. <br /> <br /> Ms. Michelotti would have preferred more opportunity to discuss this before <br />putting an item on the ballot. <br /> <br />Ms. Dennis asked when arguments would be due. <br /> <br /> Mr. Roush estimated about December 17 and 27 for the direct and rebuttal <br />arguments. <br /> <br /> Ms. Acosta said staffs understanding is that the Water Quality Control Board has <br />said it will not support this project unless there is public support. <br /> <br /> Ms. Michelotti wanted Council to discuss the request from the residents of The <br />Preserve. She was not in favor of installing a gate. Council has opposed gated <br />communities over the last few years. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Ayala, to direct staff to have the <br />Traffic Committee review this issue with the neighborhood and determine whether <br />there are other solutions, such as traffic calming solutions. <br />The roll call vote was as follows: <br />AYES: Councilmembers Ayala.
