SPECIAL REPORTS <br />Report o.~ the.Valley ~ounc~l fgr Mental..,Health Re: Vallex Out-Patient Clinic <br /> Rev. Dartell Darling, Chairman of the Valley Council for Mental Health, ex- <br />plained the need for psychiatric services in the Dublin-Livermore-Pleasanton area. <br />He stated that a Mental Health Clinic in this Valley will cost about $65,700.00 <br />of which the State of California will pay 90% of this cost and Alameda County will <br />pay the remaining 10%. He also stated that the Alameda County Board of Super- <br />visors will be considering the approval of a budget which would establish a com- <br />munity Mental Health Clinic in this Valley and the hearing date would be sometime <br />shortly after June 10, 1969. Reverend Darling requested City Council support of <br />this Clinic. <br /> Councilman Spiliotopoulos requested that more information be obtained regarding <br />this Clinic and expressed concern over the continuance of the program, once the <br />County had approved it. <br /> After considerable discussion, it was moved by Councilman Reid and seconded by <br />Councilman Rega that Resolution No. 69-131, supporting the position of the Valley <br />Council for Mental Health in the establishment of a Mental Health Clinic in the <br />Livermore-Amador Valley, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid and Mayor Getton <br />NOES: Councilman Spiliotopoulos <br />ABSENT: None <br /> <br />~upplemental Report of the City~Council Citizens Advisory Committee on Human <br />Relations <br /> Mr. Fales indicated that representatives from the City Council's Human Rela- <br />tions Committee have requested an extention of time until June 23rd, for the <br />filing of their report. <br /> It was moved by Councilman Beratlis and seconded by Councilman Spiliotopoulos <br />that the time extension to June 23, 1969, be granted to the City Council's Human <br />Relations Committee for the filing of their report. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Getton <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF BOARDS. AND COMMISSIONS <br /> There were no reports of Boards and Commissions scheduled for this meeting. <br /> <br />REPORTS OF THE CITY M~,NAGEB <br />initiation of Joint Data Processing program <br /> Mr. Fales reviewed the report he and the City Manager of Livermore prepared <br />jointly regarding the initiation of a Data Processing Program. <br /> Councilman Spiliotopoulos questioned the need for data processing at this <br />time. Mr. Fales explained the many and varied needs for this service and the <br />substantial benefits that the City would achieve. <br /> After considerable discussion, it was moved by Councilman Reid and seconded <br />by Councilman Beratlis that Resolution No. 69-132, authorizing the execution of <br />the Joint Powers Agreement and initiate a joint Data Processing Program with <br />Livermore and as many other public agencies that would joint this program, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid and Mayor Getton <br />NOES: None <br />ABSENT: None <br />A~TAIN: Councilman Spiliotopoulos <br /> <br />Pre-Annexation and Sewer Use A~reement; Francisco Silva <br /> Mr. Fales reviewed the report of the Director of Public Works, dated May 19, <br />1969, and concurred with his recommendation that authorization be granted to exe- <br />cute the sewer facilities and pre-annexation agreement with Mr. Silva. <br /> It was moved by Councilman Rega and seconded by Councilman Spiliotopoulos that <br />I~.esolution No. 69-133, authorizing the City officers to execute the Sewer Facili- <br />ties and Pre-Annexation Agreement with Mr. Francisco Silva, be adopted· <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Getton <br />NOES: None <br />ABSENT: None <br /> <br /> <br />
