Dr. Long presented photographs of the natural beauty of his subdivision and a
map of the area which showed a proposed hiking and riding trail which will event-
ually lead to a park site. Dr. Long also supplied the Council with the financial
and engineering costs of improving this property.
Mr. John Long spoke in favor of this subdivision and emphasized the fact that
this proposed low density subdivision balanced the high density subdivisions in
the flat lands.
Mr. William Herlihy was in favor of the open space throughout this tract and
of the hiking and riding trail along the creekside.
Councilman Reid questioned the three cul-de-sacs in the tract and asked why
streets weren't stubbed in for connection to adjoining property. Mr. Fairfield,
MacKay and Somps, advised that the terrain of the property immediately adjoining
the Long property was such that it could never be developed.
After considerable discussion regarding all aspects of the developing and
financing of this tract, it was movedby Councilman Spiliotopoulos and seconded
by Councilman Reid that this matter be continued for one week in order to allow
the Council to study the proposed assessment district further.
The roll call vote was as follows:
AYES: Councilmen Beratlis, Reid, Spiliotopoulos and Mayor Gerton
NOES: None
ABSENT: Councilman Rega

MEETING OPEN TO THE PUBLIC
Mr. Dick Clawsen, 4498 Bacon Court, read a proposed Resolution from the Jaycees
regarding the encouragement of all service organizations in Pleasanton to urge the
Great Southwest Corporation to reconsider their decision to withdraw their plans
for an amusement park in Pleasanton.
Mayor Getton stated his favor of Mr. Clawsen's action.

Mayor Gerton recessed the meeting at 10:25 P.M.

Mayor Gerton reconvened the meeting at 10:45 P.M.

REPORTS OF THE CITY MANAGER (Continued)
Presentation of the 1968 Annual Police and Fire ReportS.
Mr. Fales reviewed the 1968 Annual Police and Fire Reports. He called parti-
cular attention to the increase of Juvenile Felony arrests in the Police Report.

Matters for the Information of the Council
Mr. Fales stated that the following matters were forwarded to the City Council:
1. A copy of the announcement regarding the meeting on March 7, 1969, of the East
Bay Division of the League of California Cities at Goodman's, 10 Jack London
Square in Oakland.

REPORTS OF THE CITY ATTORNEY
Report Re: Provision of Legal Assistance to V.C.E.O.O.
Mr. Hirst stated that he had been requested by V.C.E.O.O. to assist them in
preparing certain contracts necessary in implementing their Target Area Agency
status, He also stated that in addition to this, he has been requested to provide
them with legal advice on an irregular basis, including attendance at their Board
meetings on those occasions in which legal advice is needed. Mr. Hirst did not
think this assistance would impose an intolerable burden upon him. He also stated
that his time to the V.C.E.O.O. would be donated.
Councilmen Spiliotopoulos and Beratlis objected to Mr. Hirst assisting the
V.C.E.O.O.
After considerable discussion it was moved by Councilman Reid and seconded by
Councilman Beratlis that the City Attorney be authorized only to prepare the nec-
essary contract for the V.C.E.O.O.
