24.5' It was moved by Mayor Gerton and seconded by Councilman Beratlis that the City Manager initiate a capacity study of the Valley Community Services District Sewage Treatment Plant to determine the fact that that Plant can handle the effluent from the City of Pleasanton at such time the City phases out its own sewage treatment plant. The roll call vo.~e. was a.~fqllows: AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Getton NOES: None ABSENT: None Mayor Gerton asked Mr. Fales when the final decision regarding the detachment of the area of City Annexations No. 53 and 56 from the Valley Community Services District will be made. Mr. Fales explained that the City of Pleasanton and VCSD will not be able to reach an agreement regarding the division of assets and liabilities within this area and asked that he be authorized to request the Local Agency Formation Com- mission to undertake the division of assets and liabilities. It was moved by Councilman Reid and seconded by Councilman Rega that the City Manager advise the Local Agency Formation Commission that the City of Pleasanton [f~ and the Valley Community Services District cannot reach agreement regarding the ,-~ division of assets and liabilities in the area of Annexations No. 53 and 56, and C~D request the IAFC to undertake such division. ~D The roll call vote was as follows: L~ AYES: Councilmen Betaills, Rega, Reid, Spiliotopoulos and Mayor Getton ~"~ NOES: None ABSENT: None MEETING OPEN TOT HE PUBLIC No one addressed the Chair.
