41.'7 Report of the Assistant City Manager Re: Proposed New Business License Ordina22e Study Procedure Mr. Fales stated that the Assistant City Manager has recommended that the Council appoint a committee of 7 to 10 businessmen to study and review the pro- posed Business License Ordinance with the staff and then hold a joint study session with the City Council. It was moved by Councilman Reid and seconded by Councilman Beratlis that the report of the Assistant City Manager regarding the proposed New Business License Ordinance Study procedure be approved. COMMUNICATIONS From Mr. Robert James. Administrative Officer, City of San Fernando Re: Taxin~ of Municipally owned electric and gas businesses Mr. Fales explained Assembly Bill 1618 which provides for taxation of munici- pally owned gas and electric businesses at the same basic rate as private busi- nesses. Mr. Fales stated this was informational and he would keep the Council informed on this matter. From Mr. William Struthers, Attorney for the Housing Authority. Re: Traffic Control within the two Housing Proiects Mr. Fales stated that Mr. Struthers will work with the City Attorney on this matter. MATTERS INITIATED BY COUNCIL MEMBERS Councilman Reid reported on the meeting of the Valley Planning Committee he attended. He stated that the application by Zone I to proceed with Project No. 2 will be presented to the Board of Supervisors on January 6th. Mr. Fales explained this matter and recommended that the City urge the Board of Supervisors to place this application on the ballot in order to allow the people of Zone 7 to vote. It was moved by Councilman Spiliotopoulos and seconded by Councilman Reid that Resolution No. 69-298, urging the Alameda County Board of Supervisors to place the matter of Project No.2, of Zone No.7, on the ballot in order to allow the people of Zone No.7. to vote, be adopted. The roll call vote was as follows: AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Gerton NOES: None ABSENT: None Councilman Reid requested that he continue to represent the Council on the League Data Processing Committee. Mayor Gerton granted his request. Councilman Reid explained his reasons for wanting the assignment of dogs to be given the Community Concerns Committee. He stated he felt that the Committee could work on the problem of communication with dog owners, to help alleviate the problems of unleashed dogs.
