<br />41.3 <br /> <br />~ <br />..... <br />00 <br />'"":) <br />u <br />f....) <br /> <br />Mrs. Karen Crowe, 4260 Mirador Drive, reported that her service was not <br />satisfactory and also she felt a 50% increase in the rates was an excessive <br />amount. <br />Mr. Bob Neef, 749 East Angela Street, stated he thought the City staff should <br />make a recommendation to the Council regarding the rates to be charged. <br />Mr. Paul Loretz, 266 Spring Street, felt that three months of statistical data <br />was not a sufficient amount of time to support a rate increase. <br />Mr. Donald McDonald, Amador Pharmacy, felt the garbage rates should be in- <br />creased. <br />Mr. Corley answered questions and Mr. Bob Molinaro, owner of the pleasanton <br />Garbage Service, explained how he was attempting to provide better service. He <br />also explained why the third can cost seemed excessive. <br />Considerable discussion ensued regarding the City Franchise fees, the impact <br />of the new ordinance prohibiting backyard burning. and other pertinent factors. <br />There being no further remarks from the members of the audience. it was moved <br />by Councilman Spiliotopoulos and seconded by Councilman Beratlis that the public <br />hearing be closed. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis. Rega, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: None <br /> <br />Mayor Gerton recessed the meeting at 10:05 P.M. <br /> <br />Mayor Gerton reconvened the meeting at 10:15 P.M. <br /> <br />Mayor Gerton initiated the discussion on the four policy questions Mr. Fales <br />emphasized in reviewing the Assistant City Manager's report of November 20th. <br />by asking each Councilman for their comments. <br />Councilman Rega suggested that the Council should consider What impact the <br />new ordinance prohibiting backyard burning will have on the Garbage Company's <br />service. He asked if he could be sent a copy of the last garbage contract and <br />also requested information concerning the number of citizens who take their <br />garbage to the dump. Councilman Rega also questioned the required setback for <br />garbage cans and indicated he would like to see them set back 20 feet. In answer <br />to the four policy questions, Councilman Rega stated that he felt the current <br />level of service was satisfactory; that a fair rate or return would be something <br />between 5 and 7~%; that the Council should not postpone an increase in rates for <br />one year; and. that the City should explore the possibility of hilling for garbage. <br />Councilman Spiliotopoulos stated that he also felt the current level of ser- <br />vice was satisfactory; that a 7~% rate of return was equitable; that a rate in- <br />crease was warranted but that a review be made in April, 1970; and that he was not <br />in favor of the City billing for garbage service. <br />Councilman Beratlis stated that he felt the level of service was satisfactory; <br />that a 7\% rate of return was equitable; that a rate increase should be granted <br />within 30 days; and, that if it will decrease costs, the City should consider <br />billing for garbage service. Councilman Beratlis also suggested that the City <br />staff devise a system by which rate increases, rates of return, and other impor- <br />tant factors, for franchise operations could be determined. <br />Mr. Fales thoroughly explained all that would be involved in devising such a <br />system. <br />Councilman Reid, in answer to the policy questions, stated that he thought <br />there was inadequate testimony to determine whether or not the current level of <br />service was satisfactory. He also felt that there should be some standardization <br />of just What services the rates should include. Councilman Reid indicated that <br />he would concur with some reasonable rate of return; that he felt that he needed <br />additional information to determine whether the rates should be increased at this <br />time; and that Mr. Hirst investigate the legality of the City contracting with the <br />Garbage Company to bill the garbage customers. <br />Mayor Gerton agreed that there was not sufficient testimony regarding the <br />current level of service; that 7~% rate of return was equitable; that the raise <br />in rates should not be postponed until April, 1970; and that he did not have <br />sufficient information to opine on the proposed billing for garbage by the City. <br />Mayor Gerton also suggested that garbage service be made mandatory as he felt <br />the citizens who were dumping their own garbage were contributing to the littering <br />problem on the streets of Pleasanton. <br />Mayor Gerton, in response to Councilman Beratlis' suggestion for a system to <br />determine rate increases for franchised operations, stated he felt the City CouDcil <br />should set their own criteria on these matters. <br /> <br />3. <br />
