<br />~ <br />..... <br />00 <br />'"":) <br />u <br />u <br /> <br />289 <br /> <br />PUBUC HFARINGS <br />Resolution of the City Council declaring a public nuisance of rubbish on property <br />at 24 Happy Valley Road in Pleasanton <br />Mr. Fales reported that Mr. Lee Amaral. co-owner of the subject property, had <br />contacted him and requested that the public hearing on this matter be postponed for <br />two weeks. <br />It was moved by Councilman Beratlis and seconded by Councilman Reid that the <br />public hearing regarding the public nuisance of rubbish on property at 24 Happy <br />Valley Road, be postponed until October 27, 1969. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Reid and Vice Mayor Spiliotopoulos <br />NOE S : None <br />ABSENT: Councilman Rega and Mayor Gerton <br /> <br />MATTERS CONTINUED FOR DECISION <br />Progress report of the Director of Public Works Re: Truck Traffic along Santa Rita <br />~ <br />Mr. Campbell reported that his staff is in the process of conducting a speed <br />study on truck traffic on Santa Rita Road. He also reported that in all proba- <br />bility an island with a left turn lane into West Las positas Boulevard. will be <br />erected and a possible acceleration lane for traffic turning right on Santa Rita <br />Road from West Las positas Boulevard. Discussion ensued regarding the construction <br />of Del Charro Road and the overpass at Highway 680. Mr. Campbell stated that this <br />project,according to the State Division of Highways, was scheduled to commence <br />sometime in 1970-71. <br />Mr. W. J. Morrison, 3575 Chippendale Court, stated that he had heard from <br />authoritive sources that this interchange will not be built until the middle of <br />1972 and requested that the Council vote against the proposed truck route on Santa <br />Ri1:a Road. <br />Councilman Beratlis explained that the only alternative the City had was to <br />Hopyard Road-Valley Avenue route and because of the two elementary schools along <br />this route, he was more in favor of the Santa Rita Road route. <br />Mr. Campbell also reported that the parking of trucks in front of the restau.' <br />rant at the El Rancho MOtel was under a study at this time and a report on this <br />matter was forthcoming. <br />It was moved by Councilman Beratlis and seconded by Councilman Reid that the <br />reading of Ordinance No. 578, prohibiting the operation of certain vehicles in <br />excess of three tons upon certain of the streets within the City of Pleasanton <br />and establishing truck routes over certain other streets within the City of <br />Pleasanton over and upon which vehicles in excess of three tons may travel, be <br />waived. <br />The roll <br />AYES: <br />NOES: <br />ABSENT : <br /> <br />call vote was as follows: <br />Councilmen Beratlis, Reid <br />None <br />Councilman Rega and Mayor <br /> <br />and Vice Mayor Spiliotopoulos <br /> <br />Gerton <br /> <br />It was moved by Councilman Beratlis and seconded by Councilman Reid that <br />Ordinance No. 578, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis. Reid and Vice Mayor Spiliotopoulos <br />NOES: None <br />ABSENT: Councilman Rega and Mayor Gerton <br /> <br />SPECIAL REPORTS <br />Report of the City Council's representative to the Valley-wide Smog Committee <br />Mr. John Long presented a very detailed report on the seriousness of the in- <br />creasing smog problem in the Amador-Livermore Valley. He listed the following <br />recommendations which his Committee felt would have some effect on controlling <br />this situation. <br />1. Discourage the construction of any additional Freeways through the Valley. <br />2. Restrict development in the Valley until automobile smog controls prove to be <br />effective. <br />3. Tax second family cars-the tax to be based on horse power or possible cubic <br />displacement. These funds would be used to subsidize public transportation. <br />4. Encourage public transportation. <br />5. Encourage car pools. <br /> <br />Considerable discussion regarding this matter ensued. <br /> <br />2. <br />
