Councilman Spiliotopoulos initiated Council discussion by stating that he <br />could not justify the rate increase for service that was not up to standard. <br /> Councilman Rega concurred with Councilman Spiliotopoulos. <br /> Councilman Reid stated that he felt that Tele-Vue Systems were trying to re- <br />solve their problems, both technical and in public relations. <br /> Mayor Getton admitted that there was room for improvement but also stated that <br />Tele-Vue System's current rate of return of 2.13% was not a fair amount. <br /> Discussion ensued regarding the amortization schedule on the rate of return. <br />Mr. Fales advised the Council that his recommendation had included that the amorti- <br />zation be over the 20 year life of the franchise and that this can be reviewed and <br />adjusted if the proposed 5.12% rate of return was not in order. <br /> It was moved by Councilman Reid and seconded by Councilman Beratlis that <br />Resolution No. 69-188, amending the existing resolution and ordinance to increase <br />the CATV rates to subscribers from $5.00 to $6.00 per month, the City Franchise <br />tax from 2% to 5%, to eliminate the $25.00 installation fee on all aerial installa- <br />tion and the amortization schedule for Tele-Vue System's rate of return be reviewed <br />every five years, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Reid and Mayor Getton <br />NOES: Councilmen Rega and Spiliotopoulos <br />ABSENT: None <br /> <br />SPECIAL REPORTS CONTINUED <br /> Mr. Clint Logan presented Mayor Getton and Councilman Spiliotopoulos the <br />"Fiesta 75" Silver Medals they had purchased, mounted on a plaque. Mr. Logan also <br />presented Mrs. Cecile Moore Cope, Judge William Gale, and Mr. Howard Hartsen their <br />"Fiesta 75" Silver Medals and stated that Mr. Ed Orloff, Mr. Mark Getton, Mr. Phil <br />Younger, Mr. H. R. Shamblin, Jr., and Mr. Ray Young were the other citizens who had <br />purchased these commerative coins. <br /> <br /> Mr. Stewart James, SACEOA, presented a proposal to reactivate the Camp Parks <br />Job Corps site as an industrial skills center and asked the City Council to study <br />the program in order to consider sponsorship. <br /> Mr. Fales was asked to place this matter on the agenda for discussion on <br />August 25th, to allow the Council time to study the proposed program. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports from Boards and Commissions. <br /> <br />REPORTS OF THE CITY MANAGER <br />Approval of Plans and Specifications; Call for Bids - Amador Valley Community Park <br />{.First Phase) <br /> Mr. Fales recommended that the plans and specifications for the Amador Valley <br />Community Park, Phase I, be approved and the bid opening on the construction be <br />scheduled for September 8, at 2:00 P.M. <br /> Mr. Gary Patton, Director of Recreation, displayed maps of the park and <br />pointed out the use of the areas. <br /> It was moved by Councilman Reid and seconded by Councilman Rega that Resolu- <br />tion No. 69-189, approving the plans and specifications for Amador Valley Community <br />Park, Phase I, and calling for bids at 2:00 P.M., on September 8, 1969, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: None <br /> <br />Summary Report Re: Five Year Capital Improvement Program <br /> Mr. Fales requested that this matter be considered at the meeting of August <br /> 25, 1969, iu order to allow the Councilmen time to study this report. <br /> <br />Matters for the information of the Council <br /> There were no matters for the information of the Council. <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> There were no reports from the City Attorney. <br /> <br />COMMUNICATIONS <br /> There were no communications presented at this meeting. <br /> <br />MATTERS INITIATED BY COUNCIL MEMBERS <br /> There were no matters initiated by Council members at this meeting. <br /> <br /> <br />
