Mr, Edmands asked the City Council if a Joint study session with the <br />City Council Advisory Citizens Committee on Industrial Development <br />would be possible. Mr. Pales agreed to set this study session in <br />the relatively near future. <br /> <br />The Council thanked Mr. Edmands and Mr. Howard for their informative <br />reports. <br /> <br />REPORTS OF BAORDS AND COMMISSIONS <br />There were no reports f~'om Boards and Commissions. <br /> <br />REPORTS OF THE CITY ?~ANAGER <br /> <br />A~proval of Memorandum of Understanding. between City and Pleasanton <br />City Employees Association <br /> <br />Mr. Pales reviewed his Memorandum of Understanding between the City <br />and the Pleasanton City Employees Association, dated June 18, 19?0. <br /> <br />It was moved by Councilman Spiliotonoulos and seconded by Councilman <br />Pearson that Resolution No. 70-141, aOproving the Memorandum of Under- <br />standing between the City and the City Employees Association, be <br />adopted. <br /> <br />The roll call vote was aa follows: <br />~YESi I Councilmen Beratlis, Gerton, Pearson, Spiliotopoulos and <br /> Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />City Manager's Reoort No. 100 <br /> 1. Report and Recommendations Re: Reclassification of Certain <br /> Positions <br /> <br />Mr. Pales presented the 1970-71 Salary and related benifit recommen- <br />dations to the City Council. <br /> <br />Mr. Pales reviewed his report on the proposed Executive Pay Plan, <br />dated June 1, 1970. <br /> <br />In answer to Councilman Gerton's question on how deoartment heads <br />would be compensated, ~r. Pales listed the fringe benifits as well <br />as pay increases commensurate with their responsibility and perform- <br />ance. <br /> <br />Considerable discussion ensued regarding this entire report. ~r. Pales <br />emphasized the definite advantages of this plan. <br /> <br />Councilman Gerton stated he had some reservations regarding this ~ro- <br />Oosal. <br /> <br />Mayor Reid asked ~r. Pales if the relationship between the salary <br />structures of the labor and management pay plans would have the proper <br />balance. Mr. Fales answered that there definitely would be the proDer <br />balance between the two schedules. <br /> <br />Councilman Gerton again stated his concern regarding the benifits the <br />City v.~ould recieve from the extra cost for this Executive Pay Plan. <br /> <br />Councilman Pearson stated that in Judging from the salary increases <br />being granted in private industry, he felt that a blanket 10~ increase <br />for department heads was rather substantial. <br /> <br />Mr. Pales requested that ~he prcpcsed.
