Mr. Hirst explained the procedure followed in this application and stated <br /> that he would check to see if and when a public hearing was held. Mayor Reid <br /> asked that this matter be placed on the Council agenda for May 25th, 1970. <br /> <br /> Mayor Reid stated that he had reconsidered his position regarding the con- <br /> struction of Fire Station No. 3 and asked Mr. False if the low bidder was still <br /> interested in this project. Mr. False stated that they were still interested in <br /> this project. <br /> <br /> Mayor Reid expressed extreme concern about the youth in this city and asked <br /> the councilmen to reconsider this issue. <br /> <br /> It was moved by Councilman Spiliotopoulos and seconded by Councilman Pearsca <br /> that Resolution No. 70-111, accepting the'law bid of $150,386.00 from Leitze <br /> ConstructiOn CompAny, 41~67 Mahoney. S=reet, Fret, oat, Cnli£ornia for the con~truct- <br /> ion of Fire Station No. 3, ~hich is Eo be used in the late-rim period as a youth <br /> facility, be adopted. <br /> <br /> Ccnncilman Getton expressed his disapproval by stating that the facility will <br />be located in the wrong area for all the youn~ people of Pleasanton to utilize and <br />that the traffic at that intersection would become hazzardous. Councilman Gerton <br />also stated that he felt this action mould be fietally irresponsible. <br /> <br /> Councilman Betailia advised the Council that the Recreation and Parks Comm- <br /> ission had not even been consulted as to their viewpoint on this matter. <br /> <br /> Mayor Reid asked Mr. William Herlihy, a member of the Recreation and Parks <br />Commission, who was in the audience, to comment on this. <br /> <br /> Mr. Herlihy, speaking as a private citizen, stated that, in reference to <br />the Fire Station, that construction costs are rising st a rate of 107o per year <br />and he felt that this low bid should be taken advantage of. Mr. Herlihy stated <br />that he had briefly discussed this proposed use of the Fire Station with the <br />Director of Recreation and Parks and they hoped that the youth would take advant- <br />age of this opportunity. <br /> <br /> Mr. False reiterated that his initia! recommendation was to turn down the <br />bid because it was financially impossible to man this Fire Station during the <br />1970-71 fiscal year or even possibly the following year. Mr. False stated that <br />the City Council had asked him for an alternate use in order to take advantage <br />of this low bid. He also stated that he has discussed the alternate use with <br />the Bond Counsel and was advised that this use on an interim basis would be <br />permissible, <br /> <br /> In reply to Coundilman Betaills' qyestion, Mr. False stated that a recommen- <br />dation for a full or part-time position for a youth director would be forthcomming <br />regardless of whether or not the proposed center is authorized. <br /> <br /> Councilman Gerton again expressed concern over the pressure from the public <br />that would be received if this station were to be used as a youth center, <br /> <br /> Councilman Spiltotopoulos stated that he will accept the challenge es he felt <br />that taking advantage of this low bid would be justified. <br /> <br /> Mayor Reid stated that he felt that one of the prime reasons he was changing <br />his vote was that it was important to provide a facility for this segment of the <br />community. <br /> <br /> ~o~ci.~man Getton disputed Mayor Reid's reasoning on this subject. <br /> <br /> After additional discussion, Mayor Reid asked the City Clerk to call for the <br />vote. <br /> <br />The roll call vote was as follows.: <br />AYES: Councilmen Pearson, Spiliotopoulos and Mayor Reid <br />NOES: Councilmen Betailia and Getton <br />ABSENT: None <br /> <br /> <br />
