It was moved by Councilman Beratlis and seconded by Mayor Getton directing the <br />City staff to work with the Pleasanton Garbage Service to establish a reporting <br />program whereby the refuse collector will report to the City, on a regular basis, <br />the names of all commercial establishments having inadequate refuse containers, <br />thus allowing the City to determine if there is violation of the Litter Ordinance <br />involved. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Reid, Spiliotopoulos and Mayor Getton <br />NOES: None <br />ABSENT: Councilman Rega <br /> <br />MEETING OPEN TOT HE PUBLIC <br /> Mrs. Jean Gill, 4829 Treewood Court, asked if there was anything the City <br />could do about the parking of large trucks on Foothill Road. <br /> Mr. Campbell informed her that because of Foothill Road being 'a Ccunty Road, <br />there was nothing the City could legally enforce but he would see if there was <br />anything that could be done. <br /> <br /> Mr. David Bigger, 301Junipero Street, asked why the City delayed the increase <br />in water fees which is causing the City to lose money. <br /> Mr. Fales explained that there is no dollar loss, as the City is making money <br />and the delay in approving the increase in the rates is only causing the City to <br />make less money than was budgeted for. <br /> <br /> Mr. Robert M. Pearson, 3590 Churchill Court, ststed that he was under the <br />apparently mistaken assumption that the City of Pleasanton was a representative <br />form of government. Mayor Getton interrupted him by asking him if this was a <br />political statement. Mr. Pearson answered that it was just his own opinion. Mr. <br />Pearson then proceeded by quoting the definition of a representative form of <br />government from the Encyclopedia Brittanica. He then stated that a petition <br />signed by almost 1,000 citizens and the Pleasanton Valley Homeowners Association <br />vote of 10-1 in favor of a moratorium on any rezoning that would increase density <br />and not acted affirmatively upon by the City Council, was not a representative form <br />of government. <br /> Mayor Getton determined that Mr. Pearson's remarks were in the nature of a <br />political statement and asked Councilman Reid to reply to his remarks. <br /> Councilman Reid stated that he did not feel that it was proper to enter into <br />a political debate when the Council was in session. <br /> Mayor Gerton asked Mr. Roger McLain, another Council candidate, if he would <br />like to reply to Mr. Pearson. <br /> Mr. McLain stated that he concurred with Councilman Reid in that this was not <br />the proper place to participate in this discussion. <br /> Mayor Gerton stated that the petition was given a full and c~mplete response <br />and that Mr. Pearson had publically agreed that the recommendations of the General <br />Plan Review Committee would be acceptable if the proper people were placed on the <br />Committee. Mayor Getton advised Mr. Pearson that about one half of the Committee <br />members were citizens who signed the petition.
