In answer to Councilman Beratlis' question, Mr. Castro stated that the size of <br />the proposed site was 8.1 gross acres which would net 6.8 acres. Mr. Castro also <br />listed the five proposed neighborhood shopping centers, to be located north of the <br />Del Valle Canal and the extension of E1Gharro Boulevard. <br /> Messrs. Gotden and Bogardes asked that the particular area of the proposed site <br />be pointed out to them on the map. Mr. Castro complied. <br /> Discussion ensued regarding the use of multiples in the area. <br /> M~yor Getton explained the specifics of the General Plan regarding multiple <br /> zoning. <br /> In ~nswer to Councilman Reid's inquiry, Mr. Castro reported that to his know- <br /> ledge, there was no "anchor" tenant for this development. Councilman Reid stated <br /> that he thought that any open space in this center should be landscaped. <br /> Councilman Beratlis stated his concern regarding the size of this proposed <br />center. He also stated that he felt that there was an excess of commercial zoning <br />in this neighborhood. <br /> Mayor Gerton concurred with Councilman Beratlis' comments regarding the size <br />of this particular site and explained that if sites are too large, considerable <br />time is taken in developing them which delays the developing of sites in other <br />areas. <br /> Mr. Castro stated that if this site is too large for a commercial-neighborhood <br />center, perhaps a portion of it could be used for multiple use. <br /> There being no further comments from the public, it was moved by Councilman <br />Rega and seconded by Councilman Spiliotopoulos that the public hearing be closed. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: None <br /> <br /> Councilman Spiliotopoulos stated that he was in accord with the Planning Com- <br />misslongs recommendation. <br /> Councilman Beratlis emphasized the fact that he felt there was an excess of <br />commercial zoning in the area and stated he would vote against the subject rezoning <br />as applied for. <br /> Cop~iderable discussion ensued regarding the types of tenants, the size of this <br />proposed center and its proximity to other shopping centers in the area. <br /> It was moved by Councilman Reid and seconded by Councilman Rega that Resolution <br />No. 70-25, be adopted, denying the application to fezone from the "A" District to <br />the "C-I~"District, that property described as a Neighborhood Commercial Center <br />within the Mackay Homes Development and the matter be referred back. to the Plannin~:. <br />Commission with the following stipulations: <br /> <br />1. Prior to considering the allocation of final zoning to the C-N District, <br /> the applicant should be able to provide evidence that an anchor tenant has <br /> been secured for the center. <br /> <br />2. Prior to the allocation of final zoning, the total number of square feet of <br /> sales area and the total area of the center should be inspected closely, <br /> with particular attention as to whether the uses proposed and the size of <br /> the center are appropriate to the purposes of a neighborhood center. <br /> <br />3. If the size of the center is ultimately reduced from the request in the <br /> subject allocation, then the excess area not used as a part of the center <br /> should be placed in landscaping. <br /> <br /> Councilman Spiliotopoulos stated that this action would duplicate the effort <br />of the Planning Commission and the City staff by asking them to re-evaluate th~s <br />rezoning. He ~so stated that five shopping centers in the total area was what <br />was recommended in the General Plan and for these reasons he would vote against <br />denying the application. <br /> <br />The roll call vote was as follows: <br />AYES~ Councilmen Beratlis, Rega, Reid and Mayor Getton <br />NOES: Councilman Spiliotopoulos <br />AB~E~TT: None <br /> <br />~,SJ, REPORTS <br />I'!res~.DLation of Detailed Plans Re:.
