After considerable discussion, it was moved by Councilman Rega and seconded by Mayor Getton that Resolution No. 70-21, requiring the developer to construct a certain percentage of homes, which would be determined by the City Council, iu the low income class, be adopted. Councilman Reid suggested that this matter should be given to the Housing - Authority before any action by the Council is taken as the Housing Authority has been given the charge of developing a housing plan in Pleasanton. In view of Councilman Reid's suggestion, Mayor Gerton withdrew his second to Councilman g s motion and Councilman Rega withdrew his motion. Re a' The staff was directed to refer the three proposals outlined in Mayor Gerton's report to both the Housing Authority and to the Planning Commission for their re- spective recommendations to the City Council. Discussion Re: ConstructioD of the Proposed..Squth Ba~.CroSsin~ Mr. Fales stated that the City of Piedmont had taken action by recommending that the Director of Public Works of the State of California suspend the construc- tion of a southern bridge crossing over the San Francisco Bay until the Bay Area Rapid Transit System becomes operational and its effect can be determined. Mr. Fales recommended that the City of Pleasanton take similar action in this matter. It was moved by Councilman Rega and seconded by Councilman Reid that Resolution No. 70-2~recommending that the Director of Public Works of the State of California suspend the Southern Bridge Crossing of the San Francisco Bay until the effect of the Bay Area Rapid Transit System can be determined, be adopted. REPORTS OF B(I~RDS AND COMMISSIONS Report of the Community Concerns Committee Re: Directory of Social Mr. Fales reviewed the report of the Community Concerns Committee regarding the compiling of a handbook which would list information on all public and private agencies who perform services in the areas of health and welfare. The Committee reported that there is such a handbook which was compiled by the Bay Area Council of Social Planning and the agencies in the Amador Valley could easily be inserted as a supplement. After some discussion, it was moved by Councilman Reid and seconded by Council- man Beratlis that the Community Concerns Committee be directed to solicit through the local newspapers, the services provided by any health and welfare agencies in the Amador Valley, to evaluate these services to determine any overlapping or break in continuity, and to compile a handbook, including any information from the hand- book compiled by the Bay Area Council of Social Planning that would be pertinent to the needs of this Valley, which would be made available to the public at the earliest possible date. Study regardin~ Youth _ Mr. Fales reviewed the report of the Community Concerns Committee, which re- quested permission to initiate a study on the youth in Pleasanton. After some discussion it was moved by Councilman Rega and seconded by Councilman' Beratlis that the Community Concerns Committee be authorized to conduct a study on youth as outlined in their report of January 28, 1970, and to consider this assign- ment as a first priority, and also that the Committee be commended on their excel- lent report.
