485 <br /> <br /> bIERlYrES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> Pleasanton, California <br /> February 2, 1970 <br /> <br /> CALL TO ORDER - PLEDGE TO FlAG <br /> Mayor Bernard Getton called the Adjourned Regular Meeting of the City Council <br /> to order at 8:00 P.M., and then led the pledge of allegiance to the flag. <br /> <br /> ROLL CALL <br /> City Clerk Helen McCarty called the roll which is recorded as follows: <br /> Councilmen Betaills, Rega, Reid and Mayor Getton were present. Councilman <br /> Spiliotopoulos was absent. Mr. Fales, City Manager, Mr. Edgar, Assistant City <br /> Manager, Mr. Hirst, City Attorney, Mr. Cmpbell, Director of Public Works, and <br /> Mr. Castro, Director of Planning, were present. <br /> <br />%-- <br />,--~ There were no mendmeats to the agenda. <br /> <br /> CONSENT CALENDAR <br /> It was moved by Councilman Betailia and seconded by Councilman Reid that the <br /> following items listed on the Consent Calendar be approved: <br /> <br /> a. Adoption of Resolution No. 70-18, authorizing Progress Payment No. 7, in the <br /> amount of $17,880.47, be paid to Gil Construction Company for work completed <br /> on the Santa Rita Road Pumping Station. <br /> <br /> b. Adoption of Resolution No. 70-19, accepting the Grant Deed for that portion of <br /> Valley Avenue frontlag on Harvest Park School. <br /> <br /> c. Adoption of Resolution No. 70-20, authorizing the execution of the agreement <br /> with the State of California regarding the Annual Population Estimate. <br /> <br /> d. Accepting the 1968-69 General Audit and Required Special Audits. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmen Betailia, Rega, Reid and Mayor Gerton <br /> NOES: None <br /> ABSENT: Councilman Spiliotopoulos <br /> <br /> PUBLIC HEARINGS <br /> There were no Public Hearings scheduled for this meeting. <br /> <br /> MATTERS CONTINUED FOR DECISION <br /> Report of the Mayor Re: Subsidized Home-Ownership <br /> Mayor Getton asked the Council for comments on his written report, which pro- <br /> posed the following conditions for approval of a Planned Unit Development: <br /> 1. Builder to submit a list of prices which he agrees not to exceed (for a <br /> specified period of time). <br /> 2. Builder agrees to build a certain percentage of homes in the low income <br /> class (price and percentage to be defined by Council). <br /> 3.Builder to make available any government subsidized financing available <br /> in the market which can be used on low income housing. <br /> <br /> Councilman Rega presented the Council with copies of an article which appeared <br /> in the January 23rd issue of the San Francisco Chronical regarding this subject. <br /> Councilman Rega pointed out that subsidized home-ownership, as editoriali2ed in this <br /> article, is oriented in a different manner. <br /> Mayor Getton asked Mr. Hirst if the City could require builders to agree to <br /> build a certain percentage of homes in the low income class within P.U.D.'s. Mr. <br /> Hirst replied that there was a remote chance this could be done but it would pro- <br /> bably require legislative authorization to enforce. <br /> Mr. Fales suggested that the Council, if they desire, can put into effect the <br /> theory that neighborhoods should be a mixture of homeowners, both economically and <br /> socially, by asking the legislature to establish this principle that is in the <br /> Pleasanton General Plan. <br /> <br /> <br />
