SPECIAL REPORTS <br /> <br /> There were no special reports presented at this meeting, <br /> <br /> REPORTS OF BOARDS AND COMMISSIONS <br /> <br /> There were no reports of Boards and Commissions <br /> <br /> REPORTS OF THE CITY MANAGER <br /> <br /> Further Report Re: Signalization of the Main Street- St, Mar][ Street- <br /> ~pring Street Intersection ' <br /> <br /> Mr. Campbell reviewed a diagram of the traffic channelization. <br /> <br /> Mr. Edgar reviewed the report of the City Manager, dated September 18, <br /> 1970, in which was recommended that the City Council take the following actio <br /> actions: <br /> <br /> 1, Authorize the staff to proceed with implementation of the <br /> traffic channelization and on-street parking changes indi- <br /> cated on this diagram prepared by the Director of Public <br /> Works. <br /> <br /> 2. As a part of the above request, designate by resolution, <br /> Spring Street as a one-way street, easthound, between <br /> Main Street and Railroad Avenue. <br /> <br /> 3. Authorize the preparation of detailed plans and specifi- <br /> 'cations for the Main-St. Mary-Street signal installation <br /> as= approved in principle by the Council on August 31, 1970. <br /> <br /> Mr. Edgar explained that. installation of the necessary traffic channel- <br /> ization, stripping. and on-street parking changes at this time will allow <br /> a test period i~ which' to observe the effect of these changes without <br /> signal ' install ation. <br /> <br /> Mayor Reid stated his opposition to signals on Main Street and recommended <br /> that other avenues to regulate the flow of traffic through the core area <br /> be studied. Mayor Reid also stated that a pedestrian mall is a distinct <br /> possibility for- Main Street. <br /> <br /> After considerable =discussion on the entire matter of signalization, it <br /> was. moved .by'.Councilman Spiliotopoulos and seconded by Councilman <br /> Beratlis, that Resolution No. 70-203, authorizing the reco,[u(endations <br /> outlined in the report of the City Manager, dated September 18, 1970, <br /> be adop te d. <br /> <br /> The rel~l..catl 'vote'was as follows: <br /> <br /> AYES: · Councilmen=, Be ratlis, Pearson, Spiliotopoulos and Mayor Reid <br /> NOES: None <br />ABSENT.: Councilman Gerton <br /> <br /> Mayor Reid advised the Staff that the Council will review this matter <br /> again in 30 days. <br /> <br />· Matters for Ithe. information of the Council <br /> <br /> Mr, Edgar advised the Council that a meeting notice for the Assembly <br /> Committee on~ 'Transportation had been forwarded to them, <br /> <br /> 6. 9-21-70 <br /> <br /> <br />
