(Fog.tbill ~oa__~ <br /> Mayor Reid declared the public hearing open. <br /> Mr. False read letters of protest from Mrs. Anderson, and Mr. and Mrs. Harry <br />Hempy, property owners within the subject annexation. <br /> Mr. Hempy also verbally stated his objections to being included in the annexa- <br /> tion, <br /> Mr. Fales explained the State laws regarding annexations. <br /> Councilmen Spiliotopoulos and Pearson stated that they would like to see a map <br />of all the area on Foothill Road in order to study these areas. <br /> It was moved by Councilman Beratlis and seconded by Councilman Gerton that the <br /> public hearing be closed. <br />The roll call vote was as follows: <br />AYES: Councilmen Betatile, Getton, Pearson, Spiliotopoulos and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br /> After considerable discussion, it was moved by Councilman Beratlis and seconded <br />by Councilman Gerton that Resolution No. 70-150, finding no majority protest in the <br />matter of Annexation No. 64, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Getton and Mayor Reid <br />NOES: Councilmen Pearson and Spiliotopoulos <br />ABSENT: None <br /> <br /> Mr. Hirst was directed to prepare the necessary annexation ordinance for <br />Annexation No. 64. <br /> <br />AdOption of the 1970-71Municipa~_Budget and 1970-71 Capital Improvement Program <br /> Mayor Reid declared the public hearing open. <br /> Mr. Charles Seymour, Mission Park, asked what the order of priority of the <br />Capital Improvements were. Mr. Fales replied that the first three were Civic <br />Center, Water Distribution, and Streets. Mr. Seymour stated that he felt the <br />first listed priority should be the phase-out of the Sunol Boulevard Sewage <br />Treatment plant. <br /> After considerable discussion on this matter, Mr. Fales was asked to prepare <br />a report on the feasibility of phasing out the sewer plant in conjunction with <br />the development of the Civic Center. <br /> There being no further public protests, it was moved by Councilman Getton and <br />seconded by Councilman Beratlis that the public hearing be closed. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Getton, Pearson, Spiliotopoulos and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br /> It was then moved by Councilman Gerton and seconded by Councilman Beratlis <br />that Resolution No. 70-151, approving the 1970-71 Municipal Budget and the 1970-71 <br />Capital Improvement Program, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Getton, Pearson, Spiliotopoulos and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br /> Discussion ensued regarding the increasing of fees and Councilman Pearson <br />asked for a report on this, <br /> <br />MATTERS CONTINUED FOR DECISION <br /> There were no matters continued for decision. <br /> <br />SPECIAL REPORTS <br />Report of Tele,_Vue Systems, inq.~. Re,:..Change of Channel Selection and Level of <br />Service <br /> Mr. John Goddard, Controller of Tele-Vue Systems, Inc.~ explained the new <br />Federal Communications Commission rules concerning channel changes. <br /> Mr. Ronald Ridgley, East Bay Area Manager, displayed a map and explained the <br />existing and proposed T.V. cable locations. <br /> Discussion ensued regarding the blocking out of all local sports programs. <br /> Councilman Spiliotopoulos initiated discussion concerning the poor level of <br />service, and also on the lack of communication with the subscribers. <br /> Mr. Ridgley asked that anyone with a television problem contact him and they <br />would do their best to solve it. <br /> <br /> <br />
