24.7 This Youth Council is to include 18 representative of youth, one-half of which are to be elected by the High School. The Community Concerns Committee itself will serve temporarily as the adult members of the council until permanent members can be selected. After considerable discussion, it was moved by Councilman Gerton and seconded by Councilman Beratlis that Resolution No. 71-114, approving the recommendations of the Community Concerns Committee with respect to forming a Youth Council, be adopted. REPORTS OF THE CITY ~h~NAGER Presentation of the 1970-71 _thrgu~h 1975-76 Capital Improvement Program Mr. Fales stated that he would schedule a Study Session on this matter. Contract for Weed Abatement ProGram Mr. Fales reviewed both his report, dated May 21, 1971, and the report of Lt. Klenk of the Fire Department, dated May 18, 1971. Mr. Fales indicated that although C & I Enterprises of Martinez had submitted the lower bid, that the Fire Department had recommended that based on the qualifications of C & I Enterprises, and the fact that Mr. Frager, the higher bidder, was located locally and would be readily available for clean-up work, the contract be awarded to Mr. Frager. Mr. Fales stated that a representative from C & I Enterprises had re- quested to speak to the City Council on this matter. The representative from C & I Enterprises stated that his firm was not and never has been in the landscaping profession as was indicated in Lt. Klenk's report. The representative also stated that his firm has never done any work for the Consolidated Fire District of Contra Costa and took exception to the fact that that District was used as a back- ground inquiry source. He indicated that his firm had contacted the Consolidated Fire District management and that district requested that the source of the information indicating that "a certain amount of supervision was necessary to produce a satisfactory job~", as was stated in the report of the Fire Department, dated May 11, 1971, is desired by the Consolidated Fire District Management for their own internal purpose. The representative then asked that his bid be withdrawn. Mr. Fales stated that he would have the Fire Chief draft the desired letter for his review prior to mailing it to Consolidated Fire District. After considerable discussion, the City Council re-authorized the staff to proceed with the consummation of a contract for necessary weed abate- ment work as originally indicated in Resolution No. 71-98. 2. 5-24-71
