24.7 <br /> <br /> This Youth Council is to include 18 representative of youth, one-half <br /> of which are to be elected by the High School. The Community Concerns <br /> Committee itself will serve temporarily as the adult members of the <br /> council until permanent members can be selected. <br /> <br />After considerable discussion, it was moved by Councilman Gerton and <br />seconded by Councilman Beratlis that Resolution No. 71-114, approving <br />the recommendations of the Community Concerns Committee with respect <br />to forming a Youth Council, be adopted. <br /> <br /> The roll call vote was as follows: <br /> <br />AYES: Councilmen Beratlis, Gerton, Pearson, Spiliotopoulos and <br />NOES: None Mayor Reid <br />ABSENT: None <br /> <br /> REPORTS OF BOARDS AND COMMISSIONS <br /> <br />There were no reports from Boards and Commissions. <br /> <br />REPORTS OF THE CITY ~h~NAGER <br /> <br />Presentation of the 1970-71 _thrgu~h 1975-76 Capital Improvement Program <br />Mr. Fales stated that he would schedule a Study Session on this matter. <br />Contract for Weed Abatement ProGram <br /> <br />Mr. Fales reviewed both his report, dated May 21, 1971, and the report <br />of Lt. Klenk of the Fire Department, dated May 18, 1971. <br /> <br />Mr. Fales indicated that although C & I Enterprises of Martinez had <br />submitted the lower bid, that the Fire Department had recommended that <br />based on the qualifications of C & I Enterprises, and the fact that <br />Mr. Frager, the higher bidder, was located locally and would be readily <br />available for clean-up work, the contract be awarded to Mr. Frager. <br /> <br />Mr. Fales stated that a representative from C & I Enterprises had re- <br />quested to speak to the City Council on this matter. <br /> <br />The representative from C & I Enterprises stated that his firm was not <br />and never has been in the landscaping profession as was indicated in <br />Lt. Klenk's report. The representative also stated that his firm has <br />never done any work for the Consolidated Fire District of Contra Costa <br />and took exception to the fact that that District was used as a back- <br />ground inquiry source. He indicated that his firm had contacted the <br />Consolidated Fire District management and that district requested that <br />the source of the information indicating that "a certain amount of <br />supervision was necessary to produce a satisfactory job~", as was stated <br />in the report of the Fire Department, dated May 11, 1971, is desired <br />by the Consolidated Fire District Management for their own internal <br />purpose. <br /> <br />The representative then asked that his bid be withdrawn. <br /> <br />Mr. Fales stated that he would have the Fire Chief draft the desired <br />letter for his review prior to mailing it to Consolidated Fire District. <br /> <br />After considerable discussion, the City Council re-authorized the staff <br />to proceed with the consummation of a contract for necessary weed abate- <br />ment work as originally indicated in Resolution No. 71-98. <br /> <br /> 2. 5-24-71 <br /> <br /> <br />
