Adoption of Resolution No. 71-103, approving the Freeway <br /> agreement with the State of California regarding Interstate <br /> Route 680. <br /> <br /> The roll call vote was as follows: <br /> <br /> AYES: Councilmen Beratlis, Gerton, Pearson and Mayor Reid <br /> NOES: None <br /> ABSENT: Councilman Spiliotopoulos <br /> <br /> PUBLIC HEARINGS <br /> <br /> There were no public hearings scheduled for this meeting. <br /> <br /> ~TTERS SONTINUED FOR DECISION <br /> <br /> Discussion of t/~e Planning Commission's .proposed policy regardin~ <br /> private streets <br /> <br /> Mr. Fales reviewed the various reports of the Director of Public <br /> Works and the Planning Commission relating to the development of <br /> private streets. <br /> <br /> After some discussion it was moved by Councilman Beratlis and secon- <br /> ded by Councilman Gerton that Resolution No. 71-104, establishing, <br /> as City Policy, the development of private streets as recommended <br /> in the Planning Commission Resolution No. 1073, adopted March 9, <br /> 1971, be adopted. <br /> <br /> The roll call vote was as follows: <br /> <br />AYES: Councilmen Beratlis, Gerton, Pearson, and Mayor Reid <br />NOES: None <br />ABSENT: Councilman Spiliot0poulos <br /> <br />Further Discussion .regarding the Attorney General's Legislative <br />Proposals <br /> <br />Ron McNicoll, 444 St. Mary Street, who had requested to speak on <br />these proposals, initiated discussion on Senate Bill No. 839, State <br />Constitutional Amendment No. 42, and Senate Bill Nos. 629,631, 676, <br />and 677. <br /> <br />Mr. Hirst was instructed to prepare a report outlining the aspect of <br />these bills and to make a recommendation as to what action the <br />City Council should take. <br /> <br />Mr. Fales stated he would place this matter on the agenda next week <br />at which time Mr. Hirst's report will be available. <br /> <br />Further discussion regarding the East..Ba~ Trails Council support <br />of AB 925. <br /> <br />Mr. Jerry Kent, Assistant General Manager for the East Bay Regional <br />Park District asked the city council to support A.B. 925 which will <br />increase the ceiling for a park tax in Alameda and Contra Counties <br />from 10¢ to 20¢ per $100 of Assessed Valuation. Mr. Kent explained <br />that this increase could double the district's funds and was con- <br />fident that this increase would be sufficient to last the district <br />until the late 1980's. <br /> <br />After some discussion, it was moved by Councilman Gerton and second- <br />ed by Councilman Beratlis that Resolution No. 71-105, supporting <br />A.B. 925, which would provide the East Bay Regional Park District <br /> <br /> 2. 5-10-71 <br /> <br /> <br />
