the Skyline Parkway proposal. <br /> <br />Mayor Reid stated that the General Plan of ABAG provided for large <br />corridors of open space and recreational areas to solve a number of <br />problems such as separating the urban areas to alleviate the urban <br />sprawl and to utilize the great potentials of some of the hill areas <br />around the Bay Area. Mayor Reid stated that the general plans of <br />the Alameda County Planning Department, the East Bay Regional Park <br />District, and the majority of East Bay Cities, to name a few, all <br />have the same policy regarding the retention of open space areas. <br />Mayor Reid further stated that recreational areas do not require <br />thoroughfares of this magnitude as a part of the existing circula- <br />tion of the Alameda County General Plan and felt that the expenditure <br />of $65 million dollars was not justified for the preservation of <br />open space. He said he felt the property could be purchased for a <br />less amount and for these reasons he was opposed to the proposal at <br />this time b~nd would concur with the recommendations of the Alameda <br />County Planning Commission. <br /> <br />It was moved by Mayor Reid that an amendment to Councilman Gerton's <br />motion to concur with the the action taken regarding this matter on <br />January 18, 1971, by the Alameda County Planning Commission, as <br />embodied in their Resolution No. 10408, with the following additional <br />provisions: 1) That no further studies regarding the proposed Park- <br />way be authorized unless said studies specifically include alter- <br />natives to the proposal, which includes a roadway, embodied in the <br />report dated October, 1970 and 2) That if additional studies are <br />authorized, all concerned and affected cities, districts and other <br />agencies, such as ABAG, be consulted as a part and during the course <br />of such studies, in order to incorporate their views in any subse- <br />quent reports or proposals. <br /> <br />Both Councilman Gerton and Councilman Spiliotopoulos accepted the <br />amen dmen t. <br /> <br />The roll call vote was as follows: <br /> <br />AYES: Councilmen Beratlis, Gerton, Pearson, Spiliotopoulos and <br />NOES: None Mayor Reid <br />ABSENT: None <br /> <br />Mayor Reid thanked both Mr. Crowle and Mr. Fraley for their present- <br />ations. <br /> <br />Mayor Reid declared a recess atI 10:50 P.M. <br /> <br />Mayor Reid reconvened the meeting at 11:05 P.M. <br /> <br />SPECIAL REPORTS <br /> <br />There were no special reports presented at this meeting. <br /> <br />REPORTS.OF BOARDS AND COMMISSIONS <br /> <br />Report of the Plannin~ Commission Re: Review of Park Dedication <br />Requirements T..entative.
