MATTERS CONTINUED FOR DECISION <br /> <br /> There were no matters to be continued for decision. <br /> <br /> SPECIAL REPORTS <br /> <br /> Presentation re~ardinq Pasatiempo Hospital b~ Mr. Tom Andrews, Adminis- <br /> trato'r of valley Memorial }]ospital, and Dr. Howard Long. <br /> <br />Mayor Reid stated that the City Council will not become envolved in <br />this issue as this decision should rest with the experts on the Bay <br />Area Health Planning Committee. <br /> <br />Dr. Howard Long reviewed his experiences in emergency treatment and <br />stated that more adequate care could be given if the proposed 150-bed <br />Pasatiempo Hospital existed. lie also stated that the proposed hospit- <br />al would attract more physicians to the west valley and that ambul- <br />ance travel time is an increasingly important factor in treating emer- <br />gency coronary cases. <br /> <br />Mr. Tom Andrews, Administrator of the Valley Memorial llospital, stated <br />that the Contra Costa Health Planning Committee denied the proposed <br />Pasatiempo Ilospital on the grounds that the population could not <br />support a 150-bed hospital and its construction would affect not only <br />VMII in Livermore, but also John Muir in Walnut Creek and Eden Hospital <br />in Castro Valley. Mr. Andrews reported that VMH is operating with an <br />approximate 60% occupancy, which is a "break-even" percentage and an <br />80-90% occupancy is a desirable patient load. tie also stated that <br />there is room at tile present site for expansion of the hospital as <br />well as encreased emergency service. <br /> <br />;Aftera few questions from the City Council, Mayor Reid thanked both <br />Mr. Andrews and Dr. Long for their testimony and reiterated the fact <br />that the City Council was not going to become envolved in this issue. <br />Report. Of_the ,Housin~g.Auth0r~ty Re :_ Elder_l__y Housing_ Program <br />Mr. John Bowling, Executive Manager of the Pleasanton Itousing Authority, <br />reported that funds have been offered to the PHA by the Department of <br />Housing and Urban Development, to build 36 units of low-cost housing <br />for the elderly on a 3 acre portion of Kottinger Village. Mr. Bowling <br />requested that the City Council approve, in principle, the Itousing <br />Authority' s application for these funds. <br /> <br />Mr. Bill Watson, tlUD representative, explained that Pleasanton was <br />chosen to receive these funds because its low-cost housin~ would be <br />a replacement of the war-time Kottinger and Komandorski V,illages and <br />also because of Pleasanton's great need of low-cost housing. <br /> <br />Mr. Dean Wise, ~iou.qing Authority Commissioner, stated he had dis- <br />c~ssed the relocation of Kottinger residents with the Navy Housing <br />Department and felt that with tile Besco Development Company low-cost <br />housing, under Sections 235 and 236, a number of residents could be <br />accomodated. Mr. Wise explained that the City can sell the 3 acres to <br />the Itousing Authority and still have 5 acres left for a park at this <br />site. <br /> <br />Mr. William Herlihy, a P, ecreation and Parl~s Commissioner, strongly <br />objected to using any of the 8 acres for any purpose other than for <br />parks. <br /> <br />After considerable discu.'~sion regarding this entire matter, it was <br />moved !by Councilman Getton and seconded by Councilman Pearson that <br />the City approve, in principle, the Pleasanton Housing Authority ' s <br />application for HUD .Funds to construct 36 units of low-cost housing <br /> <br /> 2. 1-18-71 <br /> <br /> <br />
