Mayor Reid stated that councilmen should address themselves more to the political implications rather than attempt to act as technical experts in field where they are not fully qualified. After soma dis~ssion,l it was moved by Councilman Spiliotopoulos and seconded by Councilman Beratlis that Resolution No. 71-250, design- ating the Don Juan Rose as the official flower of the City of Pleasanton, be adopted. The roll call vote was as follows: AYES: Councilmen Beratlis, Gerton, Pearson, Spiliotopoulos and NOES: None Mayor Reid ABSENT: None REPORTS OF BOARDS AND COMMISSIONS There were no reports of Boards and Commissions. REPORTS OF THE CITY MANAGER Report of the City Manager Re: Financial Status of Assessment District No. 70-1, Longview. Mr. Edgar reviewed his report dated December 16, 1971 regarding the financial status of the Longview Assessment District ~o. 70-1. In his report he stated that there are normally three ways to dispose of the $7,456.85 surplus, namely, 1) establish a Maintenance Fund, 2) refund the surplus to property owners or 3) credit surplus toward unpaid assessment payments. Mr. Edgar further stated that since this is the City's first hillside subdivision, it may involve more main- tenance than an ordinary subdivision. Mr. Campbell concurred with Mr. Edgar and added that the Final Engineers Report has not yet been approved. After some discussion on this matter, it was moved by Councilman Spiliotopoulos and seconded by Councilman Beratlis that this matter be continued 'until further' reports' have been submitted.
