<br />Mr. Richard Kennedy reviewed his report, dated DecerAb:,.~r !,;,, ].~j!77~ ~ whic~
<br />described a program to abate nuisances at the Se~e:_" ~='!an, t,. f.I:'r., Kenn-
<br />edy's cost estimate on renovating the entire plant ,,~a? ':?'7.i:..,0,,:)O0. He
<br />suggested breaking the program into 10 steps with the -:~,~:-~ib~22, t.y the
<br />problems might be alleviated after completion of gor~e o~: the ru~difi-
<br />cations.

<br />Mr. Edgar stated that the Council would have to rqake ~'l.~,~"i;~ ~oi~c~,! dec-
<br />isions before proceeding with the modificatio:L,s ~:~nd ,.~b'~i-~te,_i ,~h,z~t the
<br />Council might authorize the staff to proceed on ~. :-~'t<~[',.,~=,,~*Is~:eI~ basis
<br />with an initial outlay of no more than $50~000.
<br />
<br />After some discussion on modification costs and IDb~'.!:'~a-~.~t }i~lay!,~; of
<br />the sewage plant, it was agreed upon to hold a st,d,'.?.' ~,ei.~,si,~)z'!. (.~,n the
<br />sewer improvement program during the next Council

<br />Discussion ensued regarding Dr. Long' s letter and :~,~,F~ E!'figa~r:' ~ated that
<br />he would prepare a report for Council regarding the s,.~z~,-~J_u~:_~ mo.ueSf
<br />in Assessment District No. 70-1, Longview.
<br />
<br />Mr. Edgar initiated discussion on the matter of th~ ~la~-~..~ rec:j ,~ma. tion
<br />project by stating that he felt that the City shou~.d =~c~' t,"'~e C~'~unty
<br />Planning Commission for a continuance at the Decembe~
<br />hearing in order to allow the City additional tlme to ~'~'~:~,d~ I~ha pro-
<br />posal by Kaiser Sand and Gravel to fill their deplete,,~ !i>i.t~-~ t.~ith
<br />garbage drawn from throughout the East Bay.

<br />After some discussion on the entire matter, it was m<)~,.e:?. ;?~: ~cancilman
<br />Gerton and seconded by Mayor Reid that the staff be ins~ ~ruct,ri~,2 to ask
<br />for a continuance of the public hearing before the
<br />Planning on December 13, 1971, on the Kaiser Reclamatiorv~. P~c~ect~
<br />
