*Councilman Gerton joined the meeting at 8:10 P.M. <br /> <br />PUBLIC HEARINGS <br /> <br />P~oposed new ordinance relatin~ to Dumping into Water Courses <br /> <br />Mayor Reid declared the public hearing open. <br /> <br />Mr. Hirst requested that the City Council consider the proposed <br />ordinance and continue the public hearing in two weeks. <br /> <br />Mayor Reid ordered the public hearing continued at the meeting of <br />November 1, 1971. <br /> <br />MATTERS CONTINUED FOR DECISION <br /> <br />Consideration of final zoning solution for the property located on the <br />southeast corner of Bernal Avenue and Foothill Road prior to ~ removal .' <br />0f StUdX District .... <br /> <br />Mr. Edgar read a letter from Mr. Roessler, Attorney for Castlewood <br />Enterprises, agreeing to accept the recommendation of a Planning <br /> <br /> read a letter from Mr. Ed McDonald, Chairman of the R.F.D. <br />Con~n. ittee, refusing to accept the recommendations of such consultant. <br /> <br />It was moved by Mayor Reid and seconded by Councilman Pearson that <br />this matter be referred to the Planning Commission and be given the <br />following consideration: Be rezoned R-1-10,000, precise zoning be <br />overlapped with the R-O District wl]ich provided for average lot sizes <br />of 12,000 square feet, a density of 2.8 units per acre, side yards <br />of 23 feet total with 18 feet on one side; and the finding that <br />multiple zoning would not be permitted on this property. <br /> <br />The roll call vote was as follows: <br /> <br />AYES: Councilman Pearson and Mayor Reid <br />NOES: Councilmen Beratlis, Gerton and Spiliotopoulos <br />ABSENT: None <br /> <br />Mr. Hirst explained that the property will remain in the Study District <br />where it will be until the next action is taken but a study should be <br />made to effect a final zoning on this property in order that it <br />retains its validity. <br />~Proposed.' Growth Restrictions for the Area .T~ibutar~ to the V.C.S.D. <br />Plant <br /> <br />Mr. Edgar reviewed his detailed report dated October 14, 1971, in <br />which he recommended that the following proposed restricted growth <br />policy for the area of the City tributary to the V.C.S.D. <br />Sewage Treatment Plant, be adopted by the City Council: <br /> <br /> 1. That the staff and Planning Commission be instructed to defer <br /> to the extent feasible or, in the alternative, to unfavor- <br /> ably consider further annexations or development, rezonings, <br /> and tentative maps until: <br /> <br /> a. The V.C.S.D. Sewage Treatment Plant is expanded and is <br /> capable of accomodating more development over and <br /> above current committments or July 1, 1973, whichever <br /> is earlier. <br /> <br /> b. The City has received an accurate and feasible timetable <br /> for the third phase expansion of the V.C.S.D. Plant which <br /> would increase its capacity to eight plus or minus <br /> million gallons per day or until some other feasible <br /> alternative exists. <br /> <br /> 2. 10-18-71 <br /> <br /> <br />
