A substitute motion was made by Councilman Beratlis and seconded by <br /> Councilman Spiliotopoulos that a Planning Consultant be hired to <br /> determine the land use on the subject property and that the R.F.D. <br /> Committee and the property owner be given one week to decide whether <br /> or not they will accept the consultant's recommendations. <br /> <br /> The roll call vote on the substitute motion was as follows: <br /> <br /> AYES: "I "Councilman Beratlis, Gerton and Spiliotopoulos <br />NOES: Councilman Pearson and Mayor Reid <br /> ABSENT: None <br /> <br />Mr. Roessler, attorney for Castlewood Enterprises said that he would <br />be willing to sign a statement agreeing to the consultant's recomm- <br />endation but Mr. Ed McDonald, Chairman of the R.F.D. Committee stated <br />that he could not agree to this without discussing it with his steer- <br />ing committee. <br /> <br />Mr. Edgar stated that he would ask for a letter from each of the <br />parties in a week. <br /> <br />Report of the City Manager re: Modification to the City's Sewage . <br />Treatment Plant and recommended growth restrictions <br /> <br />Mr. Edgar read his report, dated October 7, 1971, in which he listed <br />the following 'recom~endati0hs: ............. <br /> <br /> 1. That the staff and consultant be authorized to investigate and <br /> thoroughly examine ways and methods by which the odor at the <br /> Sunol Plant can be eliminated or substantially reduced and <br /> compile the costs involved with the understanding that a pro- <br /> gress report would be prepared for Council consideration in <br /> two weeks. <br /> <br /> 2. Authorize the staff to proceed to make the interim adjust- <br /> ments necessary to allow the city to fully utilize the-design <br /> capacity of 1.7 mgd in order to accomodate obligations as well <br /> as provide for a small amount of uncommitted capacity for <br /> future desirable public, commercial or industrial uses. <br /> <br /> 3. That the City Council instruct the staff and the Planning Com- <br /> missionto defer consideration of any further annexations for <br /> development or rezonings in the area tributary to the. plant <br /> until: <br /> <br /> a. The city actually and physically begins to phase out <br /> the city treatment plant by transferring Area No.. 2 to <br /> V.C.S.D. <br /> <br /> b. The city has received and there actually exists an <br /> accurate and feasible timetable for the third phase <br /> expansion of the V.C.S.D. plant which would. increase <br /> their capacity to 8 mgd. <br /> <br /> 4. That the Planning Commission and staff be instructed to com- <br /> pile an inventory of currently zoned properties within the area <br /> tributary to the Sunol Plant, and for which now no plans exist <br /> or are forthcomming in the near future for consideration by <br /> both the Council and the Commission with the idea that some of <br /> these properties might be considered for rez.~ning to an S- <br /> District. <br /> <br />After some discussion, it was moved by Councilman Spiliotopoulos and <br />seconded by Mayor Reid that Recommendation No. 2, be approved. <br /> <br /> 3. 10-11-71 <br /> <br /> <br />
