Mayor Reid recessed the meeting at 9:15 P.M. <br /> Mayor Reid reconvened the meeting at 9:25 P.M. <br /> REPORTS OF THE CITY MANAGER <br /> <br /> Report of the City's Sewage Treatment Consultants (Kennedy Engineers) <br /> .Ra..:. 2AnalysiS' of SeWage Treatmen~ Plant on Su~61' 'B6~l~'va~d. <br /> <br />Rep6~t Rei Pr03ected and Anticipated Growth Re: Pleasanton Sewage <br />Tre!~tment Plant on Suno'i' Boulevard <br /> <br />Mr.;' Edgar requested that the above reports be considered at the same <br /> time. <br /> <br />Mr. Edgard reviewed his report and recommended that the City Council <br /> take the following actions: <br /> <br /> 1. Investigate ways odor from 'the plant can be eliminated. <br /> <br /> 2. Make adjustments so the plant's full design capacity of 1.7 <br /> million gallons per day can be used. <br /> <br /> 3. Refuse all future annexations until the city's plant phase-out <br /> is begun, provided that the city has a time-table from V.C.S.D. <br /> fer when its plant will be expanded to 8 million gallons per <br /> day. <br /> <br /> 4. Have the Planning Commission compile an inventory of zoned <br /> properties in the city, including those which have sewer conn- <br /> ections committed by the city. <br /> <br />Mr. Robert Purdie, representing Kenneday Engineers, reported on the <br />Sunol Treatment Plant operation and capacity. <br /> <br />Discussion ensued regarding the City Manager's report and recommen- <br />dations. <br /> <br />Mr. Edgar stated that the plant will have to be brought up to its full <br />capacity, not really expanded, in order to meet committments to devel- <br />opers for future sewage connections, and the proposed utilization of <br />1.7 mgd will leave a leeway of about 2000,000 gallons per day for <br />future commercial or industrial development. <br /> <br />Councilman Pearson stated that he favors the odor elimination, cessa- <br />tion of annexation and rezoning and land inventory, but opposes any <br />expansion of the plant. <br /> <br />After further discussion and after hearing the remarks from several <br />members of the audience, Mayor Reid asked that this matter be zontinued <br />until the meeting of October llth in order to allow th City Attorney <br />time to research the legal technicalities of the city's sewage <br />connection commitments and also to allow time for the staff to prepare <br />a cost report on the proposed expansion. <br /> <br />Report Re: General Plan Review <br /> <br />Mr. Edgar reviewed his report, dated September 20, 1971, in which he <br />recommended that the City retain the services of a Planning Consultant <br />to supervise this this review. <br /> <br />After some d~scussion on this matter, it was moved by Councilman Berat- <br />lis and seconded by Councilman Pearson that the report of the City Man- <br />ager be accepted. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Gerton, Pearson, Spiliotopoulos and <br />NOES: None Mayor Reid <br />ABSENT: None <br /> 4. 10-4-71 <br /> <br /> <br />
