After considerable discussion on the sewer capacity problem, it was moved by Councilman Beratlis and seconded by Mayor Reid that Ord- inance No. 641, an urgency ordinance suspending the granting of building permits which will generate sewage within that portion of the City of Pleasanton tributary to the sewage treatment plant of the Valley Community Services District, be introduced and adopted. The roll call vote was as follows: AYES: Councilmen Beratlis, Gerton, Pearson, Spiliotopoulos and NOES: None Mayor Reid ABSENT: None It was moved by Councilman Beratlis and seconded by Mayor Reid that the reading of Ordinance No 641, be waived. Project Mr. Campbell reported that bids on the First Street resurfacing project were opened this date and the low bid, in the amount of $22,985.00 was from Gallagher and Burke. Mr. Campbell stated that this bid was considerably lower than the Engineer's Estimat4. It was moved by Councilman Spiliotopoulos and seconded by Council- man Beratlis that Resolution No. 71-189, awarding the bid to Gallagher and Burke for the First Street resurfacing Project, in the amount of $22,985~00, be adopted. The roll call vote was as follows: AYES: Councilmen Beratlis, Gerton, Pearson, Spiliotopoulos and NOES: None Mayor Reid ABSENT: None Matters for the information of the Council Mr. Edgar stated that a memorandum, dated September 2, 1971, regard- ing the effect of the President's executive order on City to set the Tax rate and to raise fees and charges has been forwarded to the Council.
