Mayor Reid initiated discussion on some of the conditions set forth <br />in the City of PLeasanton's position paper on this matter~ In the <br />matter of Kaiser annexing to the City of Pleasanton, Mr. Corley said <br />that Kaiser would consider annexing but the question might be "timing". <br />Concern was expressed by Mayor Reid regarding the fact that the City <br />of Pleasanton has to be assured that ~revenue and other benefits that <br />might accrue, if this reclamation project is approved, would be suff- <br />icient to off-set the costs of this operation to the City. Discussion <br />also ensued regarding the treatment of the solid wastes at a transfer <br />station and the removal of ferrous metals and the shredding of other <br />mate ri al s. <br /> <br />Mayor Reid then allowed several men~Ders of the audience to speak on <br />this matter. <br /> <br />Mrs. Jo Harding, 540 East Angela Street, emphasized, among other things, <br />the close proximity of the pits to the City's water wells on Santa Rita <br />Road. She also reviewed a number of quotes related to sanitary land <br />fill projects taken from recent science periodicals. She presented <br />these also in writing to the City Council~ <br /> <br />Mr. Warren Harding, 540 East Angela Street, stated that the Board of <br />Directors of Zone No. 7, strongly opposed this proposal° He stated <br />that John LOng, a former mayor of the City and presently a board <br />member of Zone No. 7, has a report on this matter that the Council can <br />obtain, if it so. desires. <br /> <br />Mr. Joesph Schwab, 4236 Cabernet Court, stated that he can produce tape <br />recordings for the last three meetings that this matter was heard before <br />the Alameda County Planning Commission which would refute some of the <br />statements made by Mr. Corley earlier in this discussion. Mr. Schwab <br />claimed that Kaiser has no plans for re-cycling and suggested that <br />the Encon~ report be read thoroughly. <br /> <br />After further discussion at Council level, Councilman Herlihy suggested <br />a~motion stating that the City of Pleasanton oppose the Kaiser reclam- <br />ation project. <br /> <br />Mayor Reid stated that he felt that this declaration should be accomp- <br />anied with some substantial reasons. <br /> <br />It was then moved by Councilman Herlihy and seconded by Councilman Mori <br />that the City of Pleasanton, because of their concern of the possible <br />contamination of the underground water basin supply, oppose the Kaiser <br />Reclamation Project but would be willing to re-evaluate the project <br />at such time as the City Council deemed it necessary. <br /> <br />The roll call vote was as follows: <br /> <br />AYES: Councilmen Herlihy, Kinney, Mori and Mayor Reid <br />NOES: None <br />ABSENT: None <br />ABSTAINED: Councilman Pearson. <br /> <br />Councilman Pearson abstained because of his employment with Kaiser <br />Aluminum and Chemical Corporation. <br /> <br />Report Re: Library Tax Rate <br /> <br />Mr. Edgar stated that this matter was placed on the agenda at the <br />request of Councilman Kinney. <br /> <br />Mr. Edgar reported that. the Alameda County Library Advisory Commission <br />recommended that a request be made to the Alameda Coun. ty Board of Super- <br />visors to fund the Local Government and Business Service Library from <br />the County General Fund rather than from the special tax rate for those <br /> <br /> 4. 5-22-72 <br /> <br /> <br />
