Edgar!presented the staff report regarding this matter, which was requested by the City !CounCil at last week's meeting~' '~tatlng'~~hat the application was a permitted use in this District and that' ~h~"plan as submitted was found to be architecturally in keeping with the char- acter of Pleasanton and with the architecture of the area. REPORTS OF BOARDS AND COMMISSIONS Report of the Planning Commissi6n' Re: Review Of Preliminary Plan for Neighborhood Park at Kottinger Village Mr. Castro presented the staff report regarding this matter and recommended approval of the preliminary plan for this Park. Councilman Herlihy requested that a renewable time limit for the demolition of the temporary building currently housing the offices of the Housing Authority be established. Mayor Reid requested a report regarding the ownership of the rights-of-way for possible bicycle trails and a connection to the Kottinger Park facility. It was moved by Councilman Pearson, and seconded by Councilman Herlihy, to approve, in concept, the preliminary plan for a Neighbor- hood Park at Kottinger Village. The roll call vote was as follows: AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid NOES: None ABSENT: None Regort of the Planning Commission, Re: Capital Improvement Program- Fiscal 1972-73 Mr. Edgar ~resented the staff report regarding this matter, stating that this is the Capital Improvement Program for the remainder of this Fiscal Year as set forth in the Budget. He further stated this schedule is a timetable and shows when projects are to be accom- plished, and can be used as a means of monitoring these projects by the City Council. Mayor Reid commended the staff on their planning and scheduling device as a way to inform the Council regarding these projects, and asked if this could be extended to previous projects which the Council had requested from the staff, such as a review of the General Plan circulation element in the southwest quadrant of the City. Mr. Edgar stated this matter was informational only and no action is required. Report of the Planning Commission, Re: Review of the prop. os..ed annex- ation of camp Parks to VCSD Mr. Castro presented the report regarding this matter, stating that the Planning Commission supports the position and thoughts expressed by the City Manager in his letter dated September 27, 1972, to the Board of Directors of the Valley Community Services District.
