Mayor Reid stated that at the Council Meeting of NovemberS0, <br /> 1972, the City Council attempted to phrase a policy statement fn <br /> regard to finan'cial' institutions in the downtown or commercial <br /> regional centers. He further stated that since changes or amend- <br /> ments seemed necessary, the Council would discuss the matter at <br /> this time. <br /> <br /> General discussion followed regarding whether or not a strong <br /> policy regarding the location of financial institutions in the <br /> downtown area was required. <br /> <br /> Vic Lund Jr., Chairman of the Downtown Liaison Committee, <br /> stated that in the last six years there had been 28 new investo=s <br /> in the downtown area with investments totaling over two million <br /> dollars. He urged the support of the Council in upholding the <br /> policy to develop the Central Business District. <br /> <br /> Ray Young stated that as an investor in the downtown area, <br /> he felt there should be a policy position that would encourage <br /> development and maintain architecture and heritage of old Pleas- <br /> anton in the downtown core area. <br /> <br /> Warren Harding, President, First National Bank, stated that, <br /> as adowntown businessman and former Councilman, he wasn't aware <br /> of any unwritten policy regarding financial linstitutions. He <br /> further'stated a policy position on this matter should not .be too <br /> restrictive, but should be ~protective in some way for the .small, <br /> private business who had to compete with large business concerns. <br /> <br /> Chris Beratlis, former Counci'lman and downtown business <br />owner, stated that the turning point of the downtown area came <br />about when the General Plan was ad~pted and a firm policy was <br />taken regarding the re-development of the Central Business District,~ <br />some five or six years ago. He further stated that as a real estate <br />businessman, .he noted that people relate to the downtown area.o~ <br />Pleasanton. Mr. Beratlis urged adoption of a strong policy regard- <br />ing development of the downtown area. <br /> <br /> It was moved by Councilman. Herlihy,~ and seconded by Councilman <br />Kinney, to amend Resolution No. 72-~73 as follows: <br />1. Paragraph 1 - Change the word T, any" to "Primary" and place in <br /> parenthesis, the .words "first application". <br />2. Paragraph 2 - Be changed as follows; "That secondary or branches <br /> of downtown financial institutions shall be <br /> sidered as Conditional Uses in any C-N DistriCt. <br />The roll call vote was as followS:. <br />AYES: Councilmen Herlihy and Kinney <br />NOES: Councilmen Mori, Pearson and Mayor Reid <br />ABSENT: None <br /> <br /> Councilman Pearson stated he felt no policy should be adopted <br />and that each application be considered on its own merits. <br /> <br /> Mayor Reid stated that because of testimony presented, it <br />indicated a strong policy is needed. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman <br />Pearson, that Resolution No. 72-173 be amended to omit paragraph 2. <br /> <br /> Mayor Reid requested the vote on this matter be deferred until <br />after the public Mearing regarding the appeal of Citizen's Savings <br />and Loan Association. <br /> <br /> -2- 11/2 7/72 <br /> <br /> <br />
