It was moved by Councilman Herlihy and seconded by Councilman Kinney, that a <br /> resolution be adopted as follows: That the water supply quality improvements and <br /> a staged wastewater reclamation plan emphasizing land disposal as described in the <br /> report prepared by Brown and Caldwell be accomplished in the Livermore-Amador Valley <br /> to implement a comprehensive water quality management program; and further recommends <br /> that Zone 7 of ~he Alameda County Water Conservation and Flood Control District be the <br /> Governmental agency most suited to implement the recommended plan. <br /> The roll call vo~e was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori and Mayor Reid° <br /> NOES: Councilman Pearson <br /> ABSENT: None <br /> <br /> REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports presented at this meeting. <br /> <br /> REPORTS OF THE CITY MANAGER <br /> Report Re: Taxi Cab Service <br /> Mr. Edgar presented a report dated November 13, 1972, which recommended four <br /> alternativese Mro Weissman, the present owner of the cab service is not interested <br /> in continuing the business under any alternative, as he has concluded that it is an <br /> unprofitable enterprise. <br /> <br /> A notice of intent to hold a Public Hearing for the purpose of revoking the <br /> Certificate of Convenience and Necessity presently held by Mr. Weissman was offered <br /> by Councilman Mori and seconded by Councilman Kinney. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid <br /> NOES: None <br /> ABSENT: None <br /> <br /> A further directive was given to the City Manager that a report be prepared <br /> exploring further expansion of the bus service for the Senior Citizens. Also, that <br /> the City look into the possibility of reducing the number of required hours of cab <br /> service and that a cost analysis breakdown of the present operation be submitted to <br /> the Council members for their evaluation. <br /> <br /> Report of the Director of Public Works Re: Revision to the Traffic Islands at the <br /> Signalized Intersection to Permit Easier Pedestrian and Bicycle Access <br /> The Director of Public Works presented his report dated November 13, 1972, and <br /> voiced some concern regarding safety if cuts are made in the traffic islands, espec- <br /> ially as they relate to bicycle traffico <br /> <br /> The City Council instructed Mro Campbell to proceed and make two traffic cuts <br /> in the islands at Black and Santa Rita Road to accomodate pedestrian and bicycle safety. <br /> <br /> Report Re: Policy statement on savings and Loan Institutions <br /> A draft of Resolution No. 72-173 was presented for review, and Mr. Edgar reques- <br /> ted that a policy be handed down to the Planning Commission on this matter. <br /> <br /> It was moved by Mayor Reid and seconded by Councilman Mori that the proposed <br /> resolution be adopted with the following modifications: 1o That the location and <br /> construction of any financial institution within the City of Pleasanton shall first <br /> be encouraged and permitted in the Central Business District or Commercial Regional <br /> Districts of the City° 2~ That financial institutions in the C-C and C-N Districts <br /> be considered as conditional uses in said districts. It was understood that minor <br /> changes to the resolution in keeping with the above substantive changes were to be <br /> I made by staff. <br /> The roll call vote was as follows: <br />AYES: Councilmen Kinney, Mori, Pearson and Mayor Reid. <br />NOES: Councilman Herlihy <br />[ ABSENT: None <br /> <br />"AMENDMENT 12-27-72 Kinney's Motion: It wasllmoved by Councilman Kinney and seconded by <br /> Councilman Herlihy that the proposed resolution be adopted with the following modifica- <br /> tions: 1. That the location and construction of any financial institutions within the <br /> City of Pleasanton shall first be encouraged and permitted in the Central Business Dis- <br /> trict or Commercial Regional Districts of the City; and, 2.
