Pleasanton and on routes into it, it is remarkable to see the <br /> significant results achieved to date through the TSM efforts of north <br /> Pleasanton business. <br /> <br />Two sites -- the Farmers Insurance and 1st Select Visa -- have very <br />high rates and disproportionately affect the composite trip rates. <br />Staff believes these sites are not representative of future, "generic" <br />office-type developments. Farmers was an owner-occupant building <br />designed for the employee-intensive nature of its business; it has <br />considerably more on-site parking than needed for an "ordinary" <br />building of its size. 1st Select Visa is another employee-intensive <br />use which does not fit its site; parking has utilized "no parking" <br />streets, a practice which cannot be sustained, and because of which <br />the company is in the process of relocating to another city. With <br />these sites removed from the sample, the composite rate would be 2.0 <br />trips per P.M. peak hour. Staff feels that removing these from the <br />sample is warranted; should another employee-intensive company propose <br />to locate in north Pleasanton, the traffic study can be based on <br />employees, rather than square footage, as has been done for AT&T's new <br />building. <br /> <br />Staff did not study A.M. peak hour rates this year. Citywide, TSM <br />measures have not been quite as successful in the A.M. peak hour (53% <br />of employee trips occur in the A.M. peak hour compared to 46% in the <br />P.M. peak hour), and A.M. peak hour trip rates would be expected to be <br />higher. Because there are few intersections currently operating near <br />LOS D/E levels in the A.M., staff does not feel that a separate rate <br />needs to be used this year. This rate can be studied for <br />modification, if warranted, at a later date. <br /> <br />Recommended Trip Generation Rates <br /> <br />Based on the TSM survey data, as buttressed by the field data, staff <br />believes the office-type trip rates should be adjusted to reflect the <br />actual Pleasanton experience. Staff suggests that the three <br />Office/R&D/Lt. Manufacturing categories be lumped into an "office" <br />category for north Pleasanton business parks, and that the rate should <br />be the weighted average for all such sites studied, minus the Farmers <br />and 1st SElect Visa sites -- 2.0 trips per 1000 sq. ft. Staff <br />recommends retaining a lower "light manufacturing/warehouse" category, <br />at the 1.0 trips/1000 sq. ft. for areas such as Valley Business Park <br />or for clearly warehouse-type buildings. All other rates are <br />recommended to be retained. <br /> <br />L~V~L OF SZRVICZ CALCULATION M~THODOLOGY <br /> <br />Staff did no further analysis of this methodology this year. Staff <br />suggests that the newly hired City traffic engineer review the <br />methodology and the operation of traffic on north Pleasanton streets <br />to determine if adjustments should be made. <br /> <br /> - 4 - <br /> <br /> <br />
