Item 7b
Staff Report
PLANNING COMMISSION
March 23, 1988

SUBJECT: Review of Standard Requirements for a Traffic Study
in North Pleasanton

APPLICANT: City of Pleasanton

PURPOSE: To review and adjust, as may be necessary, the
standard assumptions used in project-related, short
term traffic studies.

ATTACHMENTS: 1. Table IV, City of Pleasanton Trip Generation
Rates, of the Existing Standard Requirements

BACKGROUND

In 1984 the City adopted a series of **standard assumptions** to be used
in all project-related, short-term traffic studies. These assumptions
standardize trip generation rates, trip distribution, and level of
service calculation methodology. Originally based on recognized
standards used by traffic engineers, adjusted for expected Pleasanton
experience, these standard assumptions were meant to be monitored and
adjusted as necessary to best reflect the north Pleasanton experience.
Modifications were made in 1985 and 1986, affecting primarily the
level of service calculation methodology. Proposed modifications to
the trip generation rates in 1986 were deferred until
Pleasanton-specific studies were made. This report summarizes the
empirical data collected to date in north Pleasanton and suggests
modifications as found appropriate.

TRIP DISTRIBUTION

Present Assumptions

The distribution for all north Pleasanton office, R&D, and light
manufacturing trips is now set forth in tables which distribute
traffic from each site within north Pleasanton. These trips were
based on a distribution reflecting the 1984 TSM survey
place-of-residence of north Pleasanton employees and analysis of
actual traffic patterns. As can be seen in Table 1, the
place-of-residence distribution has changed enough to warrant
adjustment.

- 1 -
