B. direct staff to incorporate these <br /> modifications into the "Standard <br /> Requirements." <br /> <br /> SUMMARY: <br /> <br /> The "Standard Requirements" for project <br /> traffic studies were adopted in conjunction <br /> with the beginnings of annual monitoring of <br /> traffic. They were meant to be adjusted as <br /> necessary to reflect actual north Pleasanton <br /> experience. Staff has studied trip <br /> distribution and trip generation rates for <br /> office-type uses in north Pleasanton using <br /> both field monitoring and analysis of the <br /> annual TSM survey results. These studies <br /> indicate that the trip distribution should be <br /> updated, based on place-of-residence of north <br /> Pleasanton employees, to account for a <br /> significantly higher Pleasanton-based work <br /> force. The trip generation studies indicate <br /> no significant difference in peak hour trip <br /> generation rates between one-story <br /> "Office/R&D" or "R&D/Light Manufacturing" and <br /> multi-story office buildings and that the <br /> current, derived rate is too low. <br /> Recommendations for new trip rates are based <br /> on a composite rate of north Pleasanton <br /> "office-type" sites, adjusted to eliminate <br /> typical sites and/or uses. <br /> <br />Honorable Mayor and Members of the Council: <br /> <br />BACKGROUND <br /> <br />In 1984 the City adopted "Standard Requirements" for short-term <br />traffic studies, standardizing trip generation rates, trip <br />distribution, and level of service calculation methodology. <br />These standard assumptions were meant to be monitored and <br />adjusted as necessary to best reflect the north Pleasanton <br />experience. Level of service calculation methodology, based on <br />north Pleasanton street capacities, was .adjusted in 1986. In <br />1987, studies of office-type use trip generation rates were made <br />and the trip distribution in the north Pleasanton area was <br />reviewed. This report summarizes the data collected and suggests <br />modifications to the office-type use trip generation rate and an <br />update of the trip distribution assumptions. <br /> <br />TRIP DISTRIBUTION AND OFFICE-TYPE TRIP GENERATION RATES <br /> <br />The attached Planning Commission staff report details the studies <br />undertaken and the results.
