It was'moved by Councilman Kinney, and seconded by Councilman Herlihy, that <br /> Resolution No. 72-175, appointing Mayor Robert Reid as the official delegate <br /> of the City of Pleasanton to the Action Committee of the Bay-Delta Resource- <br /> Recovery Demonstration; appointing William Edgar, City Manager, as alternate <br /> delegate on this Committee, and authorizing an expenditure of $1,500.00, as <br /> contribution toward the implementation of Stage I, be approved. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid <br />' NOES: None <br /> ABSENT: None <br /> <br /> 7. Mr. Edgar presented a report of the Director of Community Development, re- <br /> garding the expansion of the Livermore Airport, stating the concern of the <br /> Planning Commission in protecting the residents of the City of Pleasanton. <br /> <br /> 8. Mr. Edgar presented his report regarding the first TownMeeting on October <br /> 2, 1972, and also outlining the proposed work program and timetable. <br /> <br /> 9. Mr. Edgar presented proposed interim guidelines and rules regarding criteria <br /> for requiring Environmental Impact Statements. <br /> <br /> Mr. Hirst elaborated on the recent California Supreme Court decision requiring <br /> an Environmental Impact Statement, stating there was still much confusion at <br /> the State level regarding this matter. As soon as further information is <br /> available he will notify the Councilmen. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, that <br /> Resolution No. 72-176, approving the interim guidelines and rules regarding <br /> criteria for requiring Environmental Impact Statements, as follows: <br /> <br /> a. Permits for the repair, maintenance or alteration of existing <br /> single-family residential structures including but not limited <br /> to patios, patio covers, decks, garages, carports, additional <br /> rooms, wiring, plumbing, heating and ventilating, and interior <br /> alteration. <br /> <br /> b. Permits for the repair, maintenance, interior alteration or <br /> minor exterior alteration of multi-family residential, com- <br /> mercial, industrial or institutional structures including but <br /> not limited to patios, patio covers, decks, garages, carports, <br /> interior alteration, wiring, plumbing, heating and ventilating. <br /> <br /> c. Permits for demolition. <br /> <br /> d. Permits for swimming pools. <br /> <br /> e. Permits for the construction of individual new detached single- <br /> family residential structures to be owner-built and occupied in <br /> existing urbanized areas. <br /> <br /> f. Permits for the replacement of structures where the square <br /> footage of the new building does not exceed the old building. <br /> <br /> g. Permits for the construction of any structure within a project <br /> where said project, together with the structures to be located <br /> therein, have been the subject of environmental impact report <br /> review in accordance with the provisions of the Environmental <br />-_ Quality Act of 1970. <br /> <br /> h. General rezonings which do not involve a specific project, and <br /> for which additional hearings for review of specific plans will <br /> come later. <br /> <br /> be approved. <br /> <br /> 6. 10/9/72 <br /> <br /> <br />
