Mayor Reid stated tha~ the c.~ncensus c,~ the study session with the Planning Comission resulted in a need for guidelznes from the City Council to direct the Planning Comission in regard ~> ~ix~an<l.a/in~t:i. tu~ions~ Mayor Reid went on to say that our present policy is f~'?~ fjnanc1. al institutions to locate in the do~- to~ area rather than ~n the outlying ::~hopping areas.
