Councilman Reid stated his concern regarding the completion of the Youth <br />Sports Park being broken into logical increments with possible development of <br />the land adjacent to the existing park as the first increment. He felt further <br />study should be made regarding the Park Plan before any decision is made. He <br />further stated the need for a balanced recreation program to fit the needs of <br />the entire community, not Just youth sports. <br /> <br /> Councilman Herlihy concurred with Mr. Reid. <br /> <br /> Councilman Mori stated that bike trails were the most expensive use of money <br />per person. He supports completion of the Youth Sports Park because it involves <br />many people, not just youth. He stated that there was no way to develop a pro- <br />gram that will be completely equitable to everyone in the community because of <br />different interesm~ and the Council is responsible to allocate money for maximum <br />and best use of people in the community. He spoke in favor of the Cultural Arts <br />Program. <br /> <br /> It was moved by Councilman Mori to allocate an additional $200,000.00 to <br />complete the first phase of the Youth Sports Park. <br /> <br /> This motion died for lack of a second. <br /> <br /> It was moved by Councilman Mori that Revenue Sharing money in the amount of <br />$73,000°00 be appropriated to the completion of the Youth Sports Park. <br /> <br /> This motion died for lack of a second. <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Herlihy, that <br />Resolution No. 73-105, designating the $73,000.00 Revenue Sharing money for <br />Capital Improvements for Park and Recreation facilities - the exact priority of <br />expenditure to be determined later on the basis of information to be provided <br />by staff regarding the cost of various programs, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: Councilman Kinney <br /> <br /> Mayor Pearson recessed the meeting at 10:10 P.M. <br /> <br /> Mayor Pearson reconvened the meeting at 10:20 P.M. <br /> <br /> In regard to the hiring of teenagers for Park maintenance during the Summer, <br />Councilman Mori questioned how much work would be done and how long it would take. <br /> <br /> Councilman Herlihy expressed his concern regarding a permanent and long- <br />range solution to the weed and maintenance problem rather than an expensive <br />interim solution. <br /> <br /> Councilman Reid stated that he felt there needed to be a change of direction <br />in regard to the maintenance program. Mr. Edgar informed Mro Reid that a report <br />would be forthcoming soon for a total maintenance program. <br /> <br /> Discussion ensued regarding the necessary personnel to supervise the teen- <br />agers~ <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Reid, to authorize <br />the staff to advertise for the needed youth as well as supervisors to implement <br />the Summer Park Maintenance Program for teensgets, to alleviate the weed problem <br />in the City. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: Councilman Kinney <br /> <br /> After discussion regarding the Cultural Arts Program, Mayor Pearson requested <br />this item be placed on the next agenda for additional information and study° <br /> <br /> 4. 6/11/73 <br /> <br /> <br />
