Mr~ Edgar stated the public hearing of the California Regional Water Quality <br /> Control Board regarding the Sunol Boulevard Sewage Treatment Plant would be held <br /> on April 24, 1973~ <br /> <br /> Mr. Edgar presented a letter from Clarence Hoenig, dated April 7, 1973, re- <br /> garding an editorial on Federal money to allow V.C.S.D. sewer plant expansion and <br /> to support Pleasanton's growth° <br /> <br />-- COMMUNICATIONS <br /> There were no Communications presented at this meeting. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> Councilman Mori reported on the Valley-wide Water Interest Committee meeting <br /> held on April 4, 1973, stating that possible types of agencies to implement the <br /> Valley-wide disposal system were discussed. He requested Council guidance or <br /> instruction regarding the implementing agency as well as the joint powers agree- <br /> ment, before the next meeting on May 9th. Mayor Reid requested a study session <br /> be scheduled prior to the next meeting of the Valley-wide Interest Committee in <br /> order that the Council could review this matter and reaffirm their position in <br /> regard to the Brown and Caldwell report and study other options available. <br /> <br /> Councilman Kinney reported on the Library Advisory Committee, stating that <br /> the Pleasanton Library is progressing well, and the opening date is scheduled <br /> for early June. <br /> <br /> MATTERS INITIATED BY COUNCIL MEMBERS <br /> There were no matters initiated by Council members at this meeting. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> Mrs. Helen Robinson, 1312 Vintner Way, addressed the Council regarding a <br /> letter from Thomas J. Andrews, Chairman of the Citizens General Plan Review <br /> Committee, to its members, in which he stated the City Council instructed the <br /> staff to "proceed with the development of a preliminary plan map with tentative <br /> recommendations regarding State mandated elements predicted on a growth rate of <br /> 500/800 units per year with an associated holding capacity of approximately <br /> 73,000". Mrs. Robinson stated that this was not her understanding of the <br /> Council action and felt there was a lack of communication regarding this matter. <br /> <br /> Councilman Pearson stated that he concurred with Mrs° Robinson. <br /> <br /> Mayor Reid stated that the City staff was authorized to proceed to prepare <br /> the preliminary General Plan pulling together all of the data which had been <br /> gathered as well as additional data which was requested. He further stated <br /> that the staff was instructed to review all of the material with the Citizens <br /> Committee as had been agreed upon. <br /> <br /> Mr. M, Ko Hemp, 2291 Segundo Court, #2, addressed the Council regarding the <br /> above same subject, asking for a clarification on this matter since there <br /> seemed to be a lack of communication regarding the instructions to the staff. <br /> <br /> Mayor Reid explained that the staff is proceeding as they have been in- <br /> structed to bring together all of the recommendations of the various Boards, <br /> Commissions, and Committees, in the preparation of a community development <br /> plan to project the goals of the City, and there was no lack of communication <br /> on the part of the Council and staff. <br /> <br /> EXECUTIVE SESSION <br /> Mayor Reid recessed the meeting to an Executive Session at 9:30 P.M. <br /> <br /> Mayor Reid reconvened the meeting at 9:40 P.M. <br /> <br /> AD3OURNMENT <br /> There being no further business at 9:42 P.M., it was moved by Councilman <br /> Pearson, and seconded by Councilman Mori, that the meeting be adjourned to meet <br /> again in Regular Session at 8:00 P.M., on April 16, 1973. <br /> <br /> 4. 4/9/73 <br /> <br /> <br />
