Mr~ Edgar stated the public hearing of the California Regional Water Quality Control Board regarding the Sunol Boulevard Sewage Treatment Plant would be held on April 24, 1973~ Mr. Edgar presented a letter from Clarence Hoenig, dated April 7, 1973, re- garding an editorial on Federal money to allow V.C.S.D. sewer plant expansion and to support Pleasanton's growth° -- COMMUNICATIONS There were no Communications presented at this meeting. CITY COUNCIL COMMITTEE REPORTS Councilman Mori reported on the Valley-wide Water Interest Committee meeting held on April 4, 1973, stating that possible types of agencies to implement the Valley-wide disposal system were discussed. He requested Council guidance or instruction regarding the implementing agency as well as the joint powers agree- ment, before the next meeting on May 9th. Mayor Reid requested a study session be scheduled prior to the next meeting of the Valley-wide Interest Committee in order that the Council could review this matter and reaffirm their position in regard to the Brown and Caldwell report and study other options available. Councilman Kinney reported on the Library Advisory Committee, stating that the Pleasanton Library is progressing well, and the opening date is scheduled for early June. MATTERS INITIATED BY COUNCIL MEMBERS There were no matters initiated by Council members at this meeting. MEETING OPEN TO THE PUBLIC Mrs. Helen Robinson, 1312 Vintner Way, addressed the Council regarding a letter from Thomas J. Andrews, Chairman of the Citizens General Plan Review Committee, to its members, in which he stated the City Council instructed the staff to "proceed with the development of a preliminary plan map with tentative recommendations regarding State mandated elements predicted on a growth rate of 500/800 units per year with an associated holding capacity of approximately 73,000". Mrs. Robinson stated that this was not her understanding of the Council action and felt there was a lack of communication regarding this matter. Councilman Pearson stated that he concurred with Mrs° Robinson. Mayor Reid stated that the City staff was authorized to proceed to prepare the preliminary General Plan pulling together all of the data which had been gathered as well as additional data which was requested. He further stated that the staff was instructed to review all of the material with the Citizens Committee as had been agreed upon. Mr. M, Ko Hemp, 2291 Segundo Court, #2, addressed the Council regarding the above same subject, asking for a clarification on this matter since there seemed to be a lack of communication regarding the instructions to the staff. Mayor Reid explained that the staff is proceeding as they have been in- structed to bring together all of the recommendations of the various Boards, Commissions, and Committees, in the preparation of a community development plan to project the goals of the City, and there was no lack of communication on the part of the Council and staff. EXECUTIVE SESSION Mayor Reid recessed the meeting to an Executive Session at 9:30 P.M. Mayor Reid reconvened the meeting at 9:40 P.M. AD3OURNMENT There being no further business at 9:42 P.M., it was moved by Councilman Pearson, and seconded by Councilman Mori, that the meeting be adjourned to meet again in Regular Session at 8:00 P.M., on April 16, 1973. 4. 4/9/73
