MINUTES <br /> of ~ <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> March 19, 1973 <br /> <br /> CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Robert Reid called the Regular Meeting of the City Council to order at <br /> 8:00 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br /> ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br /> Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid were present. Mr. Edgar, <br /> City Manager, Mro Hirst, City Attorney, Mr. Campbell, Director of Public Works, and <br /> Mr. Harris, Senior Planner, were present~ <br /> <br /> AGENDA AMENDMENTS <br /> Mr. Edgar requested that an item be added to Communications (Item llb), Letter <br /> from the Chamber of Commerce, Re: Growth Rate. <br /> <br /> Councilman Pearson requested the following amendments be made to the City Council <br />Minutes of March 12, 1973: Page 4 - Report of the Citizens Committee, Commissions, <br />and staff, Re: Growth Rate, that the recommendations of the Community Concerns Com- <br />mittee read as follows "650 du's be allowed per year provided that 24% of that number <br />be housing for people with a yearly income of $10,000 or less. That if this objec- <br />tive cannot be accomplished, then their recommendation was 250 du's/yr". On page 6 - <br />Mrs. Helen Robinson's comments should be expanded to include the following two state- <br />ments: (1) That a moratorium should be placed on any further trac~ map ~pprovals <br />until after the completion of the General Plan Review as is legally feasible under <br />the appropriat~ provisions of the Government Code by placing the areas in a Study <br />District, and (2) That with regard to further tract map approvals, the appropriate <br />provisions of the new legislation (AB 1301) be implemented and enforced: And to <br />include on page 6 - in this same regard "Mr. Hirst in this same discussion reported <br />that the City Council had no discretion regarding the approval of Final Tract Map <br />3187 in that it was a mere compliance procedure and was required to be approved <br />under the law". <br /> <br /> Councilman Herlihy requested that Item 4b, Approval of Agreement between City <br />of Pleasanton and Traffic Signal Repair Co., Inc., for traffic signal maintenance, <br />be removed from the Consent Calendar and considered under Item 6b. <br /> <br />CONSENT CALENDAR <br /> It was moved by Councilman Kinney and seconded by Councilman Herlihy that the <br />following items listed on the Consent Calendar, be approved as amended: <br /> <br /> Approval of City Council Minutes of March 12, 1973, as amended. <br /> <br /> Waive reading of Ordinance No. 692, to amend Title II of the Ordinance Code <br /> of the City of Pleasanton relating to zoning to make Office uses, other than <br /> Medical or Dental Offices, conditionally permitted uses in the Light Indus- <br /> trial, Industrial Park and General Industrial Districts. <br /> <br />c. Adoption of Ordinance No. 692. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />PUBLIC HEARINGS <br />Formation of Underground Uti.~ty District No. 73-1 on both sides of Neal Street <br />between Main Street and First Street~ pursuant to Resolution No. 73-16~ adopted <br />1-29-73 <br /> Mayor Reid declared the public hearing open. <br /> <br /> <br />
