Mro Edgar' reminded the City Council and audience that the item before the City <br /> Council tonight for' consideration was the request of Murray School District to <br /> annex certain properties to the City of Pleasanton and authorize the City staff <br /> whether or not to begin annexation preceedings~, <br /> <br /> Mr. Scheidig explained the process of annexation proceedings. <br /> <br /> Mr. Wm. O'Connell, 7647 Driftwood, stated ~hat the cost factor of public <br />-- utilities and hillside building had not been mentioned, and also the adverse <br /> environmental impact. <br /> <br /> Mrs. Lilly Ault, 4848 Treewood Court, questL~oned the amount of land to be <br /> annexed (45 acres), stating this was mo~a ~han originally discussed, and she felt <br /> the added cost to the taxpayers was unfai~o <br /> <br /> Councilman Mori requested a definitive shady and recommendations be made as <br /> to the type of safety precautions that would be taken if the school site was <br /> located on Foothill Road. <br /> <br /> Councilman Kinney stated that with all factors considered the West Foothill <br /> site is probably the best site within the Pleasan~on area but questioned the <br /> need for building a school now due to decline in growth° <br /> <br /> Councilman Herlihy expressed his opposition ~o the site s~a~ing it would cost <br /> the City $100,000.00 just to get the schooll started, that ~'one wants to look at <br /> concrete overpasses in a rural area, that saiety precautions would not make Foot- <br /> hill Road sa£e £or children crossing, that Foothill Road would not be widened for <br /> at least ten years, and that i~ was premature to put a school on the proposed <br /> Foothill Road location~ <br /> <br /> It was moved by Councilman Reid ~hat the staff be authorized to initiate <br /> annexation proceedings for certain properties on Foothill Road as requested by <br /> Murray School District. <br /> <br /> The motion died for lack of a second~ <br /> <br /> Mayor Pearson declared that, based upon the motion made and lack of a second, <br /> the staff should be directed not to begin annexation proceedings on the requested <br /> Foothill Road property. <br /> <br /> Councilman Reid requested the Council to authorize the staff to re-open <br /> negotiations with the Murray School District to look for another site possibly <br /> already within the City. <br /> <br /> Mayor Pearson instructed the staff' to work with Murray School District re- <br /> garding alternate sites. <br /> <br /> Mayor Pearson recessed the meeting at 9:55 P~M. <br /> <br /> Mayor Pearson reconvened the meeting at 10:05 P~IM. <br /> <br /> ~epo.rt Re~~ed En ineers ~o perform wor~ related to the project <br /> r~ort for intercepto~ Sewer Line necessar to phase out the Pleasanton Plant in <br /> accordance with Federal and State Grant requirements <br /> <br /> Re~t_~Re!_~~rom Kennedy Engineers to perform work for t~e City Council <br /> related to possible alternatives to phasin~ out the Pleasanton Plant <br />-- Mr~ E~gar stated these items were continued from the meeting of September 24, <br /> 1973~ He presented the staff reports regarding these items, stating that Item One <br /> relatee to the paper work necessary for Grant application, and that Item Two pro- <br /> poses a feasibility study of alternative~ to the sewer problem. Mr. Edgar stated <br /> that positive action needs to be taken regarding sewage treatment for the City of <br /> Pleasanton and that it is imperative to develop work programs to look at alterna- <br /> tives. <br /> <br /> 10/1/73 <br /> <br /> <br />
