Reduce Initial Capital Funding Requirements to Minimize Rate Increases. <br /> <br /> Mr. Mar stated the Board favored Alternate 3 as the most desirable, however, by <br /> State law the rates cannot be increased before 1975. <br /> <br /> Councilman Herlihy asked if there was a mechanism by which the rates could be <br /> lowered later for those who have paid the longest. <br /> <br /> Mayor Pearson stated that the representation of the Bond Issue as passed is <br /> very clear that funding of the project would come from connection fees, not in- <br /> creased water rates, and suggested this matter go to vote again. <br /> <br /> Mr. Mar stated that the Zone 7 Board would have a Special Meeting on August <br /> 8th to study the finance program, and suggested representatives of the Pleasanton <br /> City Council be in attendance to discuss this matter. <br /> <br /> Mayor Pearson requested that the staff prepare a report regarding the effect <br /> of Zone 7's financing projections on Pleasanton, and what it would do to the sewer <br /> system, to be discussed at the meeting of August 6th. <br /> <br /> Report, Re: ACtion of the Study Session related to Park Priorities <br /> This item was continued to the meeting of August 6~h f~r further' study. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br />Further Consideration of the Beratlts Application in the County for a Trailer <br />Storage Ya;d <br /> Mayor Pearson requested this item be placed on the agenda for discussion and <br />stated that since Santa Rite Road was no longer a certified truck route, he felt <br />the Council should oppose this application because of the truck traffic it would <br />generate. <br /> <br /> Mr. R. E. Blackstone, 3S13 Churchill Court, addressed the Council, stating that <br />not only did trucks damage the streets but the noise created at all hours of the <br />day and night was a nuisance to the community. He further stated that i£ an access <br />road was not built then he and his family were opposed to this application. <br /> <br /> Mayor Pearson suggested that a letter be written to the Board of Supervisors <br />in opposition to this application. <br /> <br /> Mr. Chris Beratlis. 362 Christins Court, speaking for his mother, stated this <br />application was for a contractors equipment storage yard, that it is in the County <br />and the requested zoning is to conform to City zoning. <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Kinney, that no <br />further action other than the communication which was transmitted by the City <br />Attorney on June 22, 1973, regarding thin matter, be taken. <br />THe, roll call vote was as follows: <br />AYES: CounCilman Herlihy, Kinney, Mori, and Reid <br />NOES: Mayor Pearson <br />ABSENT: None <br /> <br />REPORTS OF THE CITY MANAGER <br />Report, Re; Assessmen~ Districts <br /> Mr~ ~a'l'ker p~esan~sd ~th~ S~aff report regarding this matter stating ~hat the <br />delinquent 1915 Act districts, P.T,C.W.D. No. 1, Series 1963-1 is delinquent by <br />approximately $103,000.00 as of June 30, 1973, due =o one large land owner or <br />syndicate not paying their property tax bills for the past four years. Approxi- <br />mately 2,100 acres of land on Pleasanton Ridge known as Santoe Ranch Joint Ven- <br />ture was sold to Great Western Ranches, Inc., in April of 1970. In August of <br />1970 Great Western Ranches declared bankruptcy. The bankruptcy restraining order <br />was lifted in July, 1972, therefore, new or existing property owners have had one <br />year in which to bring the delinquent taxes and assessment installment current. <br /> <br /> 3. 7/23/73 <br /> <br /> <br />
