Councilman Herlihy questioned the expenditure of funds since this line would <br /> become obsolete when the Sunel T~eatment Plant is phased out° The City should be <br /> engineering lines for eventual phase out of the Sunol Plant so that this won't <br /> have to be done at the last minute. <br /> <br /> Councilman Reid concurred, and requested that an inventory be taken, on the <br /> age of all existing lines, and maintained in order to avoid emergency situations <br /> such as this one. <br /> <br /> It was moved by Councilman Mo~i, and seconded by Councilman Herlthy, that <br /> Resolution No. 73-117, approving plans and specifications for Sewer Line on the <br /> Civic Center Site, and authorization to advertise for bids, be approved. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Mori, Reid, and Mayor Pearson <br /> NOES: None <br /> ABSENT: Councilman Kinney <br /> <br /> Report of the Director of Field Services~ Re: Trees on Hopyard and Black Avenues <br /> Mr. Eaton presented the staff' report regarding this matter, stating that the <br /> trees on Black and Hopyard had been planted in August when it was too hot, and <br /> also there was some question as no the condition of the soil which may have con- <br /> tributed to the state o~ the trees~ Mr~ Eaton reported some of the trees were <br /> not dead and with extza care they should come back into fairly good condition. <br /> <br /> Councilman Reid commen~ed that all pertinent data regarding the best time to <br /> plant trees, best size of trees for planting, etc., should be furnished in order <br /> to avoid this error happening again, and requested that the public be informed as <br /> to the number of trees that the City had replaced. <br /> <br /> Mayor Pearson expressed his concern regarding sterilization of the soil around <br />trees, and reiterated his belief that smaller planted trees grow better than <br />larger ones. <br /> <br /> Councilman Herlihy inquired as to when the United Nations Pathway of Trees <br />would be started. <br /> <br />Matters for the Information o£ the Council <br /> Mr. Edgar presented the presentation of the Mayor regarding State Grant <br />Priority List that was presented =o the State Water Quality Control Board in <br />Sacramento on July 3, 1973, <br /> <br /> Mr. Edgar presented the ~inanciai analysis of Project 2 by Stone and Young- <br />berg on Zone 7 Revenue Bond i~sue, and ask if the Council would like to have <br />Stone and Youngberg appear nc explain the report in further detail. The Council <br />requested that this be done~ <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Report, .Re: Status of Civic Cenner <br /> Mr. Scheidig briefly reviewed the procedural steps taken to date regarding <br />this project. He stated that construction bids would be opened on Tuesday, July <br />10th; also that final approval o~~ the project, loan arrangements and documents <br />would be before the Board of Directors of the Non-Profit Corporation and the City <br />Council on Monday, July 16~h, <br /> <br />COMMUNICATIONS <br /> There were no Communications presented at this meeting. <br /> <br />CITY COUNCIL COMMITTEE REPOR'IS <br /> Councilman Reid reminded the Council that any resolutions the Councilmen de- <br />sire to have considerled by [he League of California Cities should be submitted <br />to the Resolutions Committee of the East Bay Division prior to July 20th. <br /> <br /> Mayor Pearson stated that he had appeared before the Water Quality Control <br />Board in Sacramento on July 3rd, and that this matter would be discussed again <br />on August 2nd.
