Mr~ Edgar presented the Elements of the General Plan that will be discussed <br /> at the meeting of December 17, 1973o <br /> <br /> M~o Edgar presented a letter from Mayor Donald G. Miller, Livermore, requesting <br /> support at the Mayors' Conference with reference to their resolution regarding <br /> Alameda County Local Agency Formation Commission and its establishment of Sphere <br /> of Influence~ <br /> <br /> REPORTS OF THE CITY ATTORNEY <br /> Report~ Re: Claim of Gail Glenn and Gilbert Asperta~ Livestock and Property Damage <br /> Mr. Scheidig stated the City is in receipt of claims from Gall Glenn and Gilbert <br /> Aspeita relating to livestock loss on or about November 5, 1973, and recommended that <br /> these claims be denied and referred to the City Attorney for handling. <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman Kinney, that the <br /> claims of Gall Glenn and Gilbert Aspeita be denied and referred to the City Attorney <br /> for handling. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br /> NOES: None <br />~.~ ABSENT: None <br /> <br />C_~ Report~ Re: Directly Elected Mayor <br />~ Mr~ Scheidig presented the provisions of State law regarding the position of <br />D-~ mayor as an elective office which a general law city is subject to. <br /> <br /> Councilman Reid stated he is proposing that the City place this measure on the <br /> ballot in March to afford the citizens of Pleasanton an opportunity to decide <br /> whether or not they want an elected mayor, rather than determined by the City <br /> Council. <br /> <br /> A£ter discussion regarding the advantages and disadvantages of an elected <br /> mayor, it was moved by Councilman Reid, and seconded by Councilman Herlihy, that <br /> the matter of directly elected mayor be placed on theMarch ballot and the City <br /> Attorney instructed to draft the measure in conformity with State law. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy and Keid <br /> NOES: Councilmen Kinney, Mori, and Mayor Pearson <br /> ABSENT: None <br /> <br /> Establish Hours for Polls to be Open on Election Day <br /> Mr. Scheidig stated that it is necessary for the City Council to set the hours <br /> during which the polls will be open on March 5, 1974, and recommended that the <br /> Council establish the hours of 7:00 A.M. to 7:00 P.M., to allow more time for <br /> counting ballots. <br /> <br /> After discussion, it was moved by Councilman Kinney, and seconded by Councilman <br /> Mori, that the polls of the City of Pleasanton remain open from 7:00 A.M. to 8:00 P.M. <br /> on March 5, 1974. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Keid, and Mayor Pearson <br /> NOES: None <br /> ABSENT: None <br /> <br /> COMMUNICATIONS <br /> There were no communications presented at this meeting. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> Councilman Kinney reported on the public hearing of the Environmental Protection <br /> Agency in San Francisco on December 7, 1973, stating that testimony was highly in <br /> opposition to the E.P.A. guidelines and that E.P.A. deferred the fee section for <br /> one year. <br /> <br /> MATTERS INITIATED BY COUNCIL MEMBERS <br /> Mayor Pearson reiterated his position regarding the BASSA appointment, stating <br /> that he felt that three nominees should be delegated from the Valley to insure a <br /> better change of keeping the BASSA seat, and that he would get together with Mr. <br /> <br /> 5. 12/10/73 <br /> <br /> <br />
