Negotiations Mayor Pearson stated the City Council should address itself to the philosophy on future course of action, and answer the policy question if agreement can be reached between Pleasanton and V.C.S.D. regarding the financing of the Sunol Plant phase-out, will the City proceed with the consolidation now under the present management arrangement pending the establishment of the ultimate Valley-wide agency~ Mayor Pearson indicated that the Council should not become sidetracked on the amount of the figures to accomplish the final phase-out since they may change with refinement. Councilman Mori stated we need a revenue program for phasing out the Sunol Plant as well as prepaid depreciation. After discussion, Mayor Pearson declared this item continued to the meeting of December 17, 1973, at 7:30 P~M., for further study. REPORTS OF THE CITY MANAGER ~eport~ Re: Nomination of Officers for ABAG Mr. Edgar stated the City Council asked the staff to look into the status of the nominations for the office of President and Vice President of ABAG. The nominations were closed November 15, 1973. Those nominated for the two positions are,: President - Warren Boggess and Joseph Bort; Vice President - R. D. Martin and Lenard Grote. The ballots for the election are to be mailed to those eligible to vote December 17, 1973. It was moved by Councilman Reid, and seconded by Councilman Herlihy, to support Warren Boggess for President of ABAG. The roll call vote was as follows: AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson NOES: None ABSENT: None ~epo.rt~ Re: Functi°n~ st.r~Ctur~ a~d Organization of Livermore's Air QualitX Committee Mr. Edgar presented the staff report regarding this matter, stating the Council asked the staff to look into the Air Pollution Study Committee of Livermore (SMOG Committee). The Livermore City Council created the committee for the purpose of obtaining information on air pollution problems from other governmental agencies and working with these agencies to make recommendations for control of the Valley air pollution problem. The specific functions and charges to the committe have not been made as yet. The Livermore City Attorney is now preparing a statement to put in written form, the committee's functions and priorities. After discussion, it was moved by Councilman Reid, and seconded by Councilman Kinney, to instruct the Valley Planning Committee representatives to bring this matter up at the next Valley Planning Committee meeting.
