CITY COUNCIL COMMITTEE REPORTS <br /> Councilman Herlthy reported on the Fair Liaison Committee meeting of November <br />27, 1973, at which time a draft of the proposed contract for City services was <br />discussed. Also, they reviewed the procedural process for development of the <br />Fairgrounds and endorsed the procedures set forth by the City. These procedures <br />will be reviewed by the entire Fair Board at their meeting next month. <br /> <br /> Councilman Mori stated he had artended the Park and Recreation Commission <br />meeting on November 28, 1973, when they discussed the Cultural Arts Center and <br />Youth Center. <br /> <br /> Mayor Pearson stated that at the Joint meeting with Livermore and V.C.S.D. on <br />November 26, 1973, Councilman Cy Beebe stated that the City of Livermore was re- <br />activating their Smog Committee and asked for other Valley representation on this <br />Committee. The City Council instructed staff to obtain information regarding the <br />functions and structure of this Committee. <br /> <br />MATTERS INITIATED BY COUNCIL MEMBERS <br /> Councilman Herlihy inquired as to the status of the parking agreement with the <br />new restaurant owner. Mr. Scheidlg advised him the parking study is still under <br />review by the Downtown Revitalization Committee and will report to the City Council <br />as soon as recommendations are made. <br /> <br /> Councilman Reid stated the City Council should decide if they want to take a <br />position regarding Livermore-s sphere of influence. After some discussion, it was <br />the concensus of the Council that Pleasanton take no position on the City of Liver- <br />more's resolution regarding the LAFCo's recent decision determining Ltvermore's <br />sphere of influence. <br /> <br /> Councilman Mori stated that no position was not in opposition to Livermore. <br /> <br /> Councilman Reid stated that Jim Nelson, V.C.S.D., n~ retired, had been the Valley's <br />representative to BASSA. He requested that three names from the City of Pleasanton <br />be submitted for consideration on this Agency and offered his name since he has been <br />Mr. Nelson's alternate. Councilman Herlihy also offered to serve on this Agency. <br />Mayor Pearson stated he felt that the three nominees should be delegated from the <br />Valley to insure a better chance of keeping the BASSA seat. <br /> <br /> Councilman Reid requested that the City Council consider putting the question <br />of an elected mayor on the ballot on March 5. He stated that citizens ought to <br />determine if they want to have the electorate, rather than the Council, chose the <br />mayor. Mayor Pearson declared this item be placed on the agenda for December 10, <br />1973. <br /> <br /> Councilman Reid requested that the City Council take a position with regard to <br />the candidates nominated for officers of ABAG. He requested that the staff gather <br />information as to the nominees and functions,to be placed on the agenda for <br />December 10, 1973. <br /> <br /> Mayor Pearson suggested that the agenda be rearranged so the public could speak <br />at the beginning of the meetins instead of waitins until 10:00 P.M., and also <br />possibly move Matters Initiated by Council Members earlier on the agenda. He <br />declared this item be placed on the agenda for December 10, 1973. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> No one addressed the Chair <br /> <br />EXECUTIVE SESSION <br /> Mayor Pearson recessed the meeting to an Executive Session at 11:35 P.M. <br /> <br /> Mayor Pearson reconvened the meeting at 11:48 P.M. <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Herlihy, that <br />Resolution No. 73-188, appointing Samuel Robertson, to fill the unexpired term <br />of Dr. Guy C. Clark, ending August 7, 1975; Mary Lou Moore, for a four year term <br />ending November 2, 1977; Patricia Stephens, for a four year term ending November <br />2, 1977; and reappointing Birdie Bianchi, for a four year term, expiring November <br />2, 1977, on the Community Concerns Committee, be adopted. <br /> <br /> 7. 12/3/73 <br /> <br /> <br />
