Councilman Herlihy stated he had checked with other cities in Alameda County <br />regarding operation of youth centers and he felt the City has a responsibility in <br />support and staff time in the development of a youth center. He stated the loca- <br />tion seemed to be the best available, however, he felt we are developing a shanty <br />town in Amador Park and expressed disappointment in how it would look. <br /> <br /> Councilman Mori stated he felt the City would have to take more responsibility <br />with regard to a youth center. He stated he was impressed with the youth involve- <br />ment and commended P.Y.I. for their efforts and support of this program. <br /> <br /> Councilman Kinney stated the City should be proud of the people in it and their <br />involvement over the years. He stated the proposed youth center should be a beauti- <br />ful and alive center and he supports it completely. <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilman Mori, that Resolu- <br />tion No. 73-184, authorizing the proper City officials to proceed to negotiate with <br />Alameda County to purchase with Pleasanton Youth Incorporated funds, on their be- <br />half, the currently vacant building located on Abbie Street to be used for a youth <br />center, and relocated on its permanent designated site at Amador Community Park, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Pearson congratulated P.Y.I. on their efforts and urged them not to get <br />discouraged in the days ahead with possible problems and slow-ups in the development <br />of the facility. <br /> <br /> Mayor Pearson recessed the meeting at 9:05 P.M. <br /> <br /> Mayor Pearson reconvened the meeting at 9:15 P.M. <br /> <br />Report of the Park and Recreation Commission~ Re: Cultural Arts Building <br /> Mr. Campbell stated the Park and Recreation Commission has reaffirmed their posi- <br />tion regarding a cultural arts building at Amador Park on the site of the Milk Barn, <br />and that $35,000°00 Revenue Sharing money had been set aside by the City Council for <br />such a facility. <br /> <br /> Mr. Caporusso stated there were four alternatives for a building to house the <br />cultural arts center as follows: (1) Use the Milk Barn; (2) A permanent building; <br />(3) Lease portable modules; and (4) Lease/purchase portable modules. He stated <br />lease/purchase of portable modules was the best method and explained how portable <br />modules could be used to allow many and varied arts and crafts programs for all <br />ages. <br /> <br /> Discussion ensued regarding preservation of the Milk Barn. Mr. Campbell advised <br />that it was structurely unsound and not fit for any kind of use, and could not be <br />restored to any degree of satisfaction. <br /> <br /> Mrs. Barbara Van Slyke, 5755 San Antonio, Vice President of the Pleasanton Art <br />League, stated that for several years this organization had been attempting to <br />locate a place for a cultural arts center that could combine various crafts along <br />with painting. She urged City Council approval of this facility that will be <br />enjoyed by many people of all ages and pledged Art League support of the program. <br /> <br /> Mrs. Charlotte Severin, 4513 Mirador Drive, Chairman of the Board of Directors <br />of Pleasanton Arts and Crafts Association, urged a favorable vote for this needed <br />facility because it will offer a large array of all arts and crafts for citizens <br />in the community. She stated that Federal grants were possible and available if <br />It is a community supported project. <br /> <br /> Mr. ~]im Allen, Park and Recreation Commissioner, stated he had checked into <br />the history of the Milk Barn, which was originally called the Can House used as <br />a storing room for milk.
